Job Description
The Global Head of ICT Procurement is responsible for defining and executing the global sourcing strategy for the ICT category.
Reporting to the Chief Procurement Officer, the role oversees the full lifecycle of ICT sourcing and supplier management, covering domains such as:
* Software licensing
* Cloud services
* IT infrastructure
* Telecommunications
* Cybersecurity
* Digital platforms
* Managed services
The role focuses on optimizing global ICT spend, developing strategic supplier ecosystems, and ensuring access to innovation while maintaining strong governance, risk management, and cost efficiency.
Key Responsibilities
Strategic Category Leadership
* Define and execute a global ICT procurement strategy aligned with business and digital transformation objectives
* Align sourcing strategies with enterprise IT roadmaps and technology investment plans
* Identify sourcing levers such as supplier consolidation, demand management, and contract optimization
* Embed Total Cost of Ownership (TCO) and lifecycle cost analysis into procurement decisions
* Monitor market developments and technology trends to continuously adapt category strategies
Strategic Business Partnership
* Act as trusted advisor to senior stakeholders across IT, Digital, Finance, Legal, and Operations
* Build strong partnerships with CIO leadership and digital transformation teams
* Translate complex technology requirements into effective sourcing strategies
* Promote procurement governance and best practices across the organization
Strategic Sourcing & Contract Negotiation
* Lead complex global sourcing initiatives for ICT products and services
* Manage end-to-end sourcing processes (RFI/RFP, supplier selection, negotiations)
* Negotiate large-scale commercial agreements with global technology vendors
* Ensure contracts include strong SLAs, KPIs, and governance frameworks
Supplier Relationship Management
* Build and manage a strategic supplier ecosystem
* Establish structured SRM frameworks and governance models
* Conduct regular business reviews with key suppliers
* Drive continuous improvement and innovation initiatives with strategic vendors
Market Intelligence & Risk Management
* Monitor technology trends and supplier markets
* Identify emerging suppliers and innovation partners
* Assess and mitigate supplier risks related to cybersecurity, compliance, and operational resilience
Performance & Financial Management
* Develop KPI frameworks to monitor supplier performance and category impact
* Track value creation through savings, innovation, and service improvements
* Manage global ICT spend and support budgeting and investment planning
Leadership
* Lead and develop a team of procurement professionals
* Provide strategic direction and mentoring
* Foster a high-performing, collaborative procurement culture
Candidate Profile
Education
* Master’s degree in Business Administration, Economics, Supply Chain, Information Systems, Engineering, or similar
* Procurement certifications (CIPS, CPSM, etc.) are a plus
Experience
* 10–12+ years of experience in procurement, strategic sourcing, or category management
* Proven experience managing ICT categories such as software, cloud, telecom, or IT infrastructure
* Experience negotiating complex global technology contracts
* Experience operating in multinational environments and matrix organizations
