Our Client is implementing private satellite communication technology as backup for high voltage substation RTU (Remote Terminal Unit) and telephony communication. The service consists of following tasks:
Design and Implementation Engineering
* Define in close collaboration with contractors and client stakeholders the design and implementation of the solution on various aspects: data traffic management, network management system for configuration and supervision, central hub configuration supervision, antenna and modem installation and configuration in substations, cabling and powering, application connectivity, configuration of transportable terminals.
* Act as technical expert of Private Satellite Communication technology to challenge, validate and contribute to the design and implementation proposed by the contractors, and to drive issue resolution.
* Act as single point of contact and coach to the various teams to adopt and implement this new technology within Elia context.
* Draft and execute the acceptance test plan in collaboration with stakeholders.
* Draft technical documentation, guidelines and procedures in collaboration with stakeholders to start the mass roll‑out in hundreds of sites.
Technical Project Management Support
* Collaborate with the project manager to define the project planning and priorities in collaboration with the main contractor, subcontractors and various stakeholders.
* Participate in project follow‑up meetings with contractors and stakeholders to track project progress, discuss and solve issues, identify risks and bottlenecks.
* Collaborate in drafting and validation of bill of material proposals of the contractors.
* Report on project progress, issues, risks.
Datacom Department Overview
* Manage datacom transport network for Elia IP networks and IT networks in general. The client has an extensive network of fibre and copper cables, supplemented by rented connections. Technologies in use include PDH, SDH, DWDM, and IP/MPLS.
* Manage IP/Ethernet/WiFi networks used for telephony and core business needs (office network, real‑time network,…) in all administrative sites, data centres and dispatching offices.
* Provide direct IP connections with other electricity transport, distribution and generation utilities.
* Maintain internet connections.
* Protect and secure networks with firewalls, DMZs (Demilitarised Zones), VPN concentrators, and similar.
* Connect high‑voltage substations and data centres for remote surveillance, telephony, meter readings, consulting disturbance recorders, and more. Work has begun to migrate these networks from TDM technology (PDH, SDH) to packet‑switched technology (Ethernet, IP, MPLS).
* Connect with other TSOs for remote surveillance, remote protection, and telephony.
Requirements
* Hold a master’s degree in telecommunications engineering, or have equivalent technical experience in this field.
* Preferably have an all‑round theoretical, practical and operational knowledge of private satellite communication technology.
* Preferably have experience with implementation of private satellite communication or other µwave technology.
* Able to assimilate new technical information quickly.
* Strong analytical skills.
* Very strong written and oral communication skills.
* Experience in editing technical architectural, design and implementation documentation.
* Work independently and methodically.
* Good project management and reporting skills.
* Driver and leader mentality.
* Team‑player and willing to share knowledge.
* Speak, read and write fluently in Dutch, French and English.
* Hold a driver’s license B.
Location & Onsite Requirements
* Location: Brussels
* Onsite presence: 2 days of physical presence on site per week by default is required.
