Team/division description
The European and Government Affairs (EGA) function is a high profile division responsible for representing the company and its interests by engaging with the European institutions (Commission, Parliament, and Council), Trade and Business Associations, Think Tanks, Mobility Groups and NGOs, on subject matters relevant to the automotive industry.
EGA seeks to positively contribute and influence the EU's policy and regulatory process and national political developments. As the Commission is consolidating and implementing its economic and green deal transition plan, there is an enormous momentum for organizations and companies such as Toyota to engage with all key EU institutions in Brussels. It is essential Toyota plays a more active role in the shaping of the regulatory environment which will have a huge impact on its business and auto sector more widely.
Looking at the transport sector, the demand for mobility and individual transport is changing due to climate emergency and progressive electrification. The European transport sector faces the great challenge of transitioning to zero emission, ensuring consumer confidence while maintain competitiveness and contributing to economic growth.

Your team and your responsibilities:
* As Head of EU Regulatory Affairs and Advocacy, you will lead the development and implementation of a comprehensive advocacy strategy in regards to the key legislative files and policies of critical impact for Toyota Motor Europe. This will include regulatory and policies relating to such items as climate, transport, energy, trade, digital and specific vehicle technology dossiers which affect Toyota's business in Europe:
* You will have overall responsibility to identify, develop and secure a comprehensive and systematic outreach advocacy program with the three main EU Institutions – Commission, Parliament and Council.
* You will act as Toyota Motor Europe's main contact point with important EU Brussels decision takers. Taking the role as a leading and trusted company representative with these and other audiences, such as with business and trade associations, policy groups, think tanks.
* You will act as Toyota's senior political antenna to confirm and report on EU political understanding - assessing for the company the critical developments and policies at Brussels level for today's issues, tomorrow issues, and for the policy road map in the longer term. And shape and guide Toyota's political engagement.
* You will ensure political monitoring, pertinent analysis and reporting on legislative developments in the EU institutions, collect and share critical and timely intelligence insights.
* Help ensure Toyota Europe's Top Management engagement and preparation for relevant outreach opportunities and platforms in the Brussels based decision making arena.
* You will manage, advise and cover engagement with EU Parliament including, inquiries, debates, questions, committees and regulations, advocacy programs; policy developments with EU Commission Officials and Permanent Representatives.
* You will coordinate Toyota's representation in key working groups of ACEA or other business associations Toyota is part of, contributing and making sure Toyota position is considered and included in the association position.
* You will actively identify, analyse, and report on activities on other business and trade associations, think-tanks, pressure groups and NGOs; you will initiate high-level meetings to sustain networks and collect insights.
* You will lead and create a high performance and active team of enthusiast professionals in EU advocacy, development of their capabilities, and forge team fit for future.
Your Profile:
* You are fluent in English (TME's business language), any other European language is an asset.
* You have a university degree or equivalent and a technical background with deep understanding of EU policy. Show appreciation of the challenges for automotive industry.
* You have 15-20 years' work experience working or engaging with EU institutions in Brussels, or in similar position in multinational company or business association or policy think tank.
* You have a deep and excellent understanding of the EU decision making process and Governmental Affairs practice, and first class knowledge of EU political landscape.
* If auto sector directly, you can demonstrate previous experience in a technical and highly regulated sector context, and able to confirm critical and concise information's.
* You have excellent communications skills and demonstrable history in networking of EU related stakeholders.
* You excel in working in cross-divisional activities, have a diplomatic mindset and high ethical standards.
* You are dynamic, efficient, accurate, well organised objective driven and you can lead and develop high performing advocacy team.
* You are willing to travel in Europe and where appropriate internationally.
