Your team
Within the Network Management Directorate, the Infrastructure Division manages the European infrastructure deployment projects and programmes, and aims at making the SES digital sky a reality. It develops, organises and provides European common services including network support services, aeronautical information services and the radio frequency function.
As a Communication, Navigation and Surveillance (CNS) Monitoring Expert, you will focus on providing technical expertise and guidance across a range of activities related to CNS including the evolution of systems and standards, participation to the definition and measurement of system performance, in particular on surveillance systems. You will also oversee the development of technical specifications in close coordination with other CNS experts and users. The role involves collaboration with external suppliers, stakeholders, and providing technical support.
Your role
Your role will be to:
* Provide technical expertise, guidance and contributions on Communication, Navigation and Surveillance (CNS) activities with a particular focus on surveillance system performance analysis.
* Oversee the development and/or maintenance of tools/products including sub-contracted tasks, prepare technical specifications, conduct system evaluations and acceptance tests, and ensure the evolution of the system satisfies user/stakeholders and contractual requirements.
* Produce and/or contribute to technical documentation and reports including definition of requirements.
* Monitor system performance, perform data analysis and provide findings to support evolution of standards and analysis tools.
* Contribute to tender specifications and evaluation of offers. Monitor contracts' performance, identifying issues and ensuring adherence to contractual requirements.
* Collaborate with external suppliers and stakeholders (e.g. ANSPs and industries), provide support on CNS related topics with a focus on surveillance and participate in working groups to ensure alignment between surveillance standards and tools.
* Stay updated on latest technological developments/methods/best practices/trends and share them within the internal community to enhance organisational knowledge.
* Carry out any other task in line with the main purpose of the job.
Required qualifications, experience & competencies
* Candidates must fulfil one of the following requirements:
* Completion of third level studies in a relevant domain (e.g. Computer Science, Physics, Engineering, Mathematics etc.), meeting European Qualifications Framework (EQF) Level [7] or higher (Master's degree or equivalent) and minimum 3 years of relevant professional experience.
* Completion of third level studies in a relevant domain (e.g. Computer Science, Physics, Engineering, Mathematics etc.), meeting European Qualifications Framework (EQF) Level [6] or higher (Bachelor's degree or equivalent) and minimum 4 years of relevant professional experience.
* A specialization in ATM surveillance will be considered an asset.
* Surveillance engineering training with manufacturer or ANSP training centre will be considered an asset.
* Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
* Experience and/or knowledge in aeronautical Communication, Navigation or Surveillance systems specification, installation, operation and/or maintenance.
* Experience and/or knowledge in the use of Communication, Navigation or Surveillance systems specifications and standards.
* Experience in CNS performance evaluation (e.g. RF monitoring, surveillance system performance analysis).
* Knowledge of SASS-C system will be considered an asset.
* Understanding of Air Traffic Management (ATM) and CNS evolution.
* Technical writing skills (English).

* The selected candidate will be offered a contract for a duration of 5 Year(s) in accordance with the provisions of the Staff Regulations governing officials at EUROCONTROL. This contract may be renewed for a total duration of up to nine (9) years, or it may be converted into an undetermined contract.
* The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
* Internal candidates If selected, the person will keep their current type of appointment duration (undetermined or determined). The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
* The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
* Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
