We help our clients progress on their transformation journey, from understanding this rapidly evolving landscape to the design and implementation of impactful strategies and actions plans, all the way to their evaluation.To support the continued growth of our Sustainable Finance, Climate and Biodiversity Policy practice, we are looking for an experienced Managing Consultant to join our team in Brussels. The successful candidate will join a dynamic team and support our diverse policy work. You will have opportunities to work on flagship projects such as the Innovation Fund, climate diplomacy studies, and the transformation of society towards a net-zero, nature-positive and socially just model. Your work will benefit clients such as the European Commission, national governments, and international and national development finance institutions.Our team has built a reputation for delivering large, complex projects and developing innovative solutions that drive positive change for clients and support the sustainable transition in the EU and beyond. Some flagship projects include:Providing continuous expertise since 2019 to support the successful implementation of the EU Emissions Trading System’s Innovation FundSupporting the design of decarbonisation strategies and transition pathways at EU and national levelSupporting the development of a long-term research and innovation agenda towards 2050 climate neutralityDesigning Sustainable Finance Action Plans for different EU Member States (e.g. Poland, Italy) to redirect public and private capitals towards the low carbon transitionDelivering the European Business and Biodiversity Platform for the European CommissionEvaluating the impact of green bonds on supporting climate mitigation investments for the European Investment Bank and European Bank for Reconstruction & DevelopmentResponsibilitiesYou will work as part of a multi-national, multi-disciplinary team of climate and environmental experts, economists, engineers, financial experts and communication specialists to:Project manage the delivery of projects for public clients, taking the lead in overseeing the deployment of discrete tasks and activities within quality, time and cost constraintsLead the design and delivery of robust qualitative and quantitative analyses to translate complex data into meaningful and impactful recommendationsEngage with clients to understand their needs and help shape future tasks and activities, working closely with ICF colleagues and partnersProactively participate in business development activities, including managing relationships with key clients and subcontractors, proposal writing and promoting the company through thought leadershipSupport the development of a sales pipeline by designing and developing compelling service offers and bidsAct as line manager for junior team members and support the growth of ICF’s Brussels-based teamRequired Qualifications & SkillsRelevant professional experience of at least 7 years, ideally in climate policy at EU level, with a good understanding of policy developments (e.g., Clean Industrial Deal, Net Zero Industry Act; EU ETS)Fluency in spoken English and excellent writing skillsMaster’s degree in environmental economics, ecology, environmental sciences, finance, engineering or a related disciplineDemonstrable experience of public policy project delivery and managementDemonstrable experience of understanding client needs and articulating solutions that integrate multiple delivery organisationsStrong qualitative and quantitative analysis capability, including advanced knowledge of Excel or equivalent toolsProven communication skills and track record in stakeholder engagement, especially with public authorities and the business and finance communityAbility to work independently as well as within multi-cultural, multi-disciplinary teams across several countries and time zonesPreferred Qualifications & SkillsFluency in a second EU languageProject management certification such as Prince2Entrepreneurial mindset to innovate and develop new solutions that respond to evolving client needsBrussels, Belgium
