POST CONTEXT/POST SUMMARY
During the initial establishment of NSATU (NATO Security Assistance and Training for Ukraine), the incumbent of this post is responsible for performing all duties and assuming all responsibilities listed in the Principal Duties, and Special Requirements/Additional Duties sections of this job description. Using the Statement of Functions described above for context, the incumbent is responsible for reviewing the Organizational Structure of NSATU, and identifying and understanding how this position fits into the organization. The incumbent will then develop the initial Post Context for this position. As NSATU matures as an organization, and especially as SOPs and processes are established, the incumbent will be responsible for the regular refinement of this post context.
PRINCIPAL DUTIES
The incumbent is responsible for a wide range of managerial duties, including supervising and coordinating multiple personnel across various work types, including military, government civilians, and contractors. This role involves directing and controlling the work of others to ensure objectives are met efficiently and effectively. The incumbent will manage and oversee financial responsibilities, which may include budgeting, financial planning, and resource allocation. They must ensure that all financial activities comply with organizational policies and contribute to mission success. Additionally, the incumbent will manage technical resources, ensuring all equipment and technology are utilized optimally and maintained properly. The role requires strong leadership skills to manage diverse teams, fostering a collaborative and productive environment. The incumbent must provide clear guidance, set performance standards, and evaluate outcomes. They will also develop and implement training programs to enhance team capabilities and readiness. In summary, the managerial responsibilities encompass financial oversight, technical resource management, and supervision of personnel from various backgrounds, ensuring all aspects of the mission are executed with excellence and precision.
The incumbent may be required to perform similar duties elsewhere within the organization as directed. Specific roles, responsibilities, and tasks are subject to change based on the Commander’s assessment of the situation. The Commander, NSATU, reserves the right to reassign personnel or reallocate tasks within the organization based on mission requirements and changes.
ESSENTIAL QUALIFICATIONS
Skills required range from generalist backgrounds in communications, control, and computers to specialists in computer design and networks. Staff with CIS experience in a National or International HQ at divisional level or above is required. The candidate must have authority and responsibility for all aspects within their area of work, including leading strategy formulation and implementation, policy development, and application. They are fully accountable for actions and decisions made by themselves and their subordinates. The candidate applies high-level management and leadership skills, influences developments within the enterprise at the highest levels, and advances the exploitation of functional area knowledge within organizations or domains. They maintain a deep understanding of the Alliance and emerging concepts, identifying implications for the operational environment. They understand and communicate the potential impact of emerging concepts and analyze risks associated with their implementation. They make critical decisions vital to organizational success and can explain complex ideas persuasively to both specialist and non-specialist audiences. They proactively update their own and subordinates' skills and stay aware of developments in their areas of expertise.
- Experienced CIS Officer with practical experience in operational and tactical CIS operations, project requirements management, and supporting headquarters and NATO Command and Control systems.
- Previous multi-national NATO operational experience.
- Previous NATO assignment or exercise participation.
- Previous UN or NATO deployment and experience as an operational-level plans officer.
- Experience working in a partnering/mentoring role at tactical level and NATO CIS Staff Officer Course (CISO).
