Role Description

We are seeking a dedicated and experienced Environmental, Health and Safety (EHS) Manager to provide hands-on leadership for large-scale construction projects in the Belgium. This role requires a highly visible presence on site, driving safe behaviours, contractor engagement, compliance monitoring and operational excellence. The successful candidate will be the voice of EHS on site and ensure all activities are executed safely and in accordance with statutory, client and company requirements.

Key Responsibilities:

EHS Leadership & Site Presence

  • Develop, implement and maintain project-specific Construction Phase Health & Safety programmes in line with company standards, client requirements and applicable legislation.
  • Provide visible and proactive EHS leadership across all project activities, promoting a strong safety culture and driving positive safety behaviours throughout the workforce.
  • Act as the primary EHS presence on site, supporting project leadership teams in the safe planning and execution of construction activities.
  • Support the Construction Director and project management teams in the execution of their health and safety responsibilities and statutory duties.
  • Contractor Management & Workforce Engagement
  • Build and maintain effective working relationships with contractors, subcontractors, supervisors and project teams to promote a collaborative approach to health and safety.
  • Influence workforce behaviours through active engagement, coaching, mentoring and visible leadership in the field.
  • Facilitate site inductions, toolbox talks, safety briefings and workforce engagement initiatives.
  • Provide guidance and support to supervisors and contractors on the implementation of safe systems of work.

Site Compliance & Operational Control

  • Conduct regular site inspections, audits, safety walks and behavioural observations to verify compliance with company standards, client requirements and applicable legislation.
  • Monitor contractor activities and verify compliance with approved Risk Assessments and Method Statements (RAMS), permits to work and project-specific safety requirements.
  • Review high-risk activities and ensure appropriate controls are implemented and maintained throughout the execution of works.
  • Coordinate site safety arrangements including emergency preparedness, welfare facilities, access control and general site safety management.
  • Monitor subcontractor EHS performance and intervene where standards are not being achieved.
  • Review risk assessments, method statements and associated documentation to ensure suitability and compliance.

Incident Management & Continuous Improvement

  • Lead investigations into incidents, near misses and unsafe occurrences, ensuring root cause analysis is completed and effective corrective actions are implemented and verified.
  • Monitor project EHS performance through inspections, observations and performance metrics, identifying opportunities for improvement.
  • Drive continuous improvement initiatives aimed at strengthening safety performance, reducing risk and enhancing operational effectiveness.
  • Support the implementation and continual improvement of TSL's EHS Management System and associated procedures.

Qualifications, Skills and Experience Required

Required

  • Bachelor's degree in Occupational Health & Safety, Engineering, Science or equivalent.
  • NEBOSH Construction Certificate, NEBOSH International General Certificate, OSHA 30-Hour Construction or equivalent.
  • Minimum 5 years' experience in a dedicated EHS role within construction, industrial or manufacturing environments.
  • Strong knowledge of health and safety legislation.
  • Experience implementing and maintaining EHS management systems.
  • Experience conducting audits, inspections and incident investigations.
  • Strong communication, influencing and stakeholder management skills.
  • Ability to engage and positively influence project teams, contractors and supervisors.
  • Proficiency in Microsoft Office applications.
  • Fluent in English.

Desired

  • Level 6 Diploma in Occupational Health & Safety or equivalent.
  • Familiarity with ISO 45001:2018 and ISO 14001:2015.
  • Lead Auditor qualification.
  • Experience on large-scale construction, industrial or mission-critical projects.
  • Knowledge of Dutch, French or other European languages.
