Overview
Request for proposals for a Biоeconomy Consultant to support the market assessment for the “Amazon Bioeconomy Marketplace” project.
Rainforest Alliance (RA) is a global leader in sustainability certification, working with farmers and forest communities to develop socio‑environmental businesses that conserve and regenerate forests and agricultural landscapes.
Background
In Latin America agriculture is a major contributor to national economies. In the Brazilian Amazon, RA is leading the Amazon Bioeconomy Marketplace (ABM) project funded by the Inter‑American Development Bank (IDB), which aims to improve socioeconomic conditions, fight climate change, and restore ecosystems through export‑oriented sustainable bio‑businesses.
Project components:
* Component I – Rapid Market Analysis : Identify bio‑businesses with export potential, buyers, investors, support organizations, technical assistance needed, financing mechanisms, and inclusive participation of women, LGBTQ+, local communities, and people with disabilities.
* Component II – Bio‑Business Identification, Quality Verification and/or Certification : Provide technical assistance and verification to enhance market attractiveness and access to finance.
* Component III – Access to Finance Readiness : Increase availability of financing for Amazon bio‑businesses.
Purpose of the Consultancy
Strengthen trust‑based relationships, facilitate coordination among key local stakeholders, and generate evidence‑based insights on the bioeconomy through a rapid market assessment that highlights roles of women, LGBTQ+, Indigenous Peoples, and people with disabilities.
Responsibilities – Key Activities and Tasks
* Stakeholder Engagement and Coordination
o Establish communication with key stakeholders via meetings, consultations, and follow‑ups.
o Organize coordination spaces (meetings, workshops) to align partners and facilitate joint decision‑making.
o Document interactions, agreements, and progress; provide updates and recommendations.
o Facilitate coordination at local and national levels in Brazil with the ABM project director and regional team.
* Data Collection
o Gather and systematize market information, statistics, and databases on the bioeconomy.
o Review and summarize existing policies, programs, and regulatory frameworks in Brazil.
o Compile market studies from recognized entities, highlighting key data and trends.
* Stakeholder Interviews
o Conduct at least ten interviews with local actors, government representatives, producer organizations, processors, traders, exporters, and program managers.
o Identify Brazil’s main bioeconomy value chains and potential value chains based on RA prioritization criteria.
o Assess maturity of organizations and stakeholders for bio‑economy commercialisation.
* Situation Analysis and Diagnostics
o Analyse capacities, weaknesses, and trends affecting bio‑businesses.
o Assess international demand, export contexts, and key importing countries.
o Map biоeconomy value chains, marketing and distribution channels; identify domestic market gaps.
o Identify gaps in digitalisation, business skills, finance, technology, and logistics, and opportunities for market expansion.
o Assess inclusive participation of women, Indigenous Peoples, LGBTQ+, local communities, and people with disabilities.
* Recommendations
o Provide practical recommendations to strengthen export capabilities and the broader bioeconomy ecosystem.
o Deliver a final list of bio‑businesses in Brazil based on RA prioritization criteria.
Deliverables
* 1. Work plan document (timeline and methodology) – delivery within 8 calendar days after contract signature.
* 2. Data collection and stakeholder engagement summary – delivery within 50 days after contract signature.
* 3. Situation analysis and diagnostics report including stakeholder interview systematisation – delivery within 100 days after contract signature.
* 4. Final list of identified bio‑businesses, facilitation documentation, recommendations, and a PowerPoint presentation – delivery within 170 days after contract signature.
Budget and Payment Schedule
The total budget for this consultancy is US$20,500. Candidate must submit a fixed‑term proposal including a detailed budget for deliverables and a payment schedule.
Skills and Qualifications
Individual consultant with cutting‑edge research and deep understanding of the Brazilian Amazon cultural context, market development, trade, and economic development for Indigenous peoples.
Minimum Qualifications
* Academic background: University degree in economics, sustainable development, environmental sciences, or related field.
* Minimum 5 years of proven experience in applied research, market analysis, policy development, or project management in bioeconomy or related sectors.
* Minimum 3 years of work experience in the Brazilian Amazon or similar contexts, preferably involving Indigenous communities.
* Demonstrated expertise in value chain analysis, sustainable markets, and/or bio‑businesses.
* Fluency in English (spoken and written); knowledge of Spanish is a plus.
* Legal requirement: candidate must hold a Brazilian business registry (CNPJ) and be able to provide official fiscal documents (NF).
* Location: candidate must be in the state of Pará, Brazil.
Application and Selection Process
* Selection Criteria
o Technical proposal – 40%: clarity and effectiveness of the overall technical approach and understanding of RA project needs.
o Economic proposal – 10%: detailed cost required to carry out deliverables.
o Qualifications – 50%: knowledge and proven experience.
* Statutory Requirements
o Submission of all required legal documents (work permit, bank details, registration details, tax documents, etc.).
* Technical Proposal Requirements
o Methology and timeline for deliverables aligned with section 5.
o Curriculum vitae with contact information for recent references.
* Financial Proposal Requirements
o Fixed‑price proposal detailing costs for all activities and deliverables.
o Proposal must be submitted in Brazilian reais.
* All proposals must be submitted as a single PDF document via the specified platform before the deadline. Proposals received after the stated deadline will not be evaluated.

Additional Information
Applications’ budget up to USD 20,500. The financial proposal shall be based on a fixed cost. Travel, meals, accommodation, and other related expenses will not be reimbursed separately.
