Project Context
Since 2017, the Fines Platform has been driving the digitalisation of judicial and financial penalty processes in Belgium. Its mission is to:
* Accelerate fine processing.
* Reduce administrative workload for Justice, Police, and partners.
* Improve financial enforcement of penalties.
* Strengthen communication with citizens and increase public trust in Justice.
You will contribute to strategic projects such as:
* JustFines: full automation of traffic fine management.
* Project 67ter: tackling corporate impunity when drivers are not identified.
* Incoming & Outgoing Foreign Certificates: managing traffic fines for Belgians abroad and foreign residents fined in Belgium.
These projects combine digital innovation, European cooperation, and high social impact.
Your Role
As an Expert Project Manager, you are accountable for the successful delivery of complex projects within FPS Justice.
You will oversee the full project lifecycle from scoping and planning to execution, budget control, reporting, and risk management.
Operating in a multi-stakeholder environment (Justice, Police, FPS Finance, European partners), you ensure clear, proactive, and bilingual communication to secure alignment and commitment.
Key Responsibilities
* Stakeholder Management
* Coordinate and engage with internal and external partners (Justice, Police, FPS Mobility, Finance, external vendors).
* Balance conflicting interests and build consensus.
* Provide transparent updates and progress reports.
* Project Management
* Define detailed project plans (milestones, deliverables, resources).
* Monitor progress, anticipate issues, and ensure compliance with technical, organisational, and legal requirements.
* Guarantee end-to-end accountability for project objectives.
* Budget & Reporting
* Build and manage project budgets.
* Anticipate cost overruns and take corrective actions.
* Deliver clear financial and progress reports to management.
* Communication
* Produce concise reports and dashboards for senior management and stakeholders.
* Present project status clearly in French and Dutch (oral and written).
* Tools & Methods
* Leverage Jira, Confluence and collaborative tools for efficient project workflows.
* Apply a hybrid Agile/Waterfall approach adapted to project needs.
* Data Flows & Compliance
* Optimise data exchanges between Police and Justice.
* Ensure compliance with data protection regulations (GDPR).
* Define responsibilities, monitor data quality, and ensure accuracy.
* Risk Management
* Identify, assess, and mitigate internal and external risks.
* Implement preventive actions and ensure swift response to incidents.
* Document risks and report transparently to stakeholders.
Profile
* Education: Masters degree or equivalent by experience.
* Experience: Minimum 10 years in complex project management (public sector experience strongly preferred).
* Core skills:
* Excellent written and spoken French mandatory.
* Active knowledge of Dutch.
* Strong stakeholder management.
* Proven budget and IT/data project management.
* Understanding of Justice digitalisation and sensitive data exchanges.
* Nice to have: knowledge of Poloffice, Microsoft Azure, MaCH.
Languages
* French: excellent command (oral & written) essential for official communication and documentation.
* Dutch: strong active knowledge.
* English: asset.
