Please note that full-time remote work is not permitted. /liliCompetition publication date: 23/04/2026 /liliCompetition closing date: 21/05/2026 (23:59 Brussels time) /liliReserve list: Applicable - See details in the "Useful information" section /li /ulh3Your team /h3pWithin the Directorate Central Route Charges Office and Finance, the Head of CRCO Accounting Section is responsible for guiding and overseeing their team to ensure the timely and effective delivery of accounting services related to the Multilateral Agreement for Route Charges and the bilateral agreements for route, terminal and communication charges managed by the CRCO, while ensuring compliance with applicable rules, regulations, policies and procedures. /ppThis position requires a balanced mix of business and operational engagement. Candidates must be equally comfortable developing financial analysis and controls, managing staff and dealing with day-to-day accounting and finance operations. /ph3Your role /h3ulliLead and manage the activities and resources dedicated to the accounting for the 23 billing systems managed by the CRCO and ensure timely and accurate delivery of services in accordance with rules, regulations, policies and procedures and with International Financial Reporting Standards (IFRS) and best practises. /liliDefine the strategy for the financial reporting of the CRCO operations to States/ANSP’s and airspace users and establish and implement associated policies and operational processes in view of increasing synergies and harmonisation in the services. /liliDefine key performance indicators within the CRCO accounting service and ensure that targets are met. /liliManage the evolution of the CRCO financial information system by acting as functional administrator, defining business requirements, coordinating tests of new developments and validating solutions. /liliPlan, drive, and monitor team output, including role definition and performance evaluation. Address performance gaps and foster development through training, coaching, mentoring, etc. to ensure required competencies are available when needed. /liliResponsible for the annual financial closure for the MLS and Bilateral Agreements. /liliEnsure timely and accurate preparation of official financial reporting, including the annual Financial Statements for the RCS (Route Charge System) in line with IFRS and RCS relevant policies and regulations and the annual financial reporting for each signed Bilateral Agreement. /liliManage the national administrations and ANSPs’ relationship on financial and accounting matters and act as focal point for the external auditors. /liliDefine policies and procedures aiming at achieving a high level of assurance in the areas of integrity of data, information security and business continuity, and ensure their application in coordination with internal relevant services. /liliEnsure adherence to regulatory requirements and internal systems and controls. /liliDrive regular reviews with a view of further improving existing services and processes. /liliBuild collaborative relationship across CRCO teams, internal and external stakeholders. /liliCarry out any other task in line with the main purpose of the job. /li /ulh3Required Qualifications, Experience Competencies /h3ulliCandidates must fulfil one of the following educational and professional experience requirements: /liulliCompletion of third level studies in a relevant field (e.g. finance, accounting, business administration, economics) meeting European Qualifications Framework (EQF) Level 7 followed by at least 10 years progressive finance and accounting experience, including 3 years in a team management role. OR /liliCompletion of third level studies in a relevant field (e.g. finance, accounting, business administration, economics) meeting European Qualifications Framework (EQF) Level 6 followed by at least 11 years progressive finance and accounting experience, including 3 years in a team management role. /liliInternal candidates can check on the intranet to see what level of in‑house experience is considered equivalent to educational qualifications where appropriate. /liliA relevant professional certification in accountancy (e.g. Chartered Accountant) would be desirable. /liliProficiency in Financial Accounting (e.g. balance sheet, forecasting of depreciation, general ledger, profit and loss, fixed asset, cash management) and/or financial analysis and internal controls. /liliExperience and sound knowledge of IFRS and/or IPSAS applied. /liliDeep hands‑on expertise with all accounting‑related activities. /liliRelevant expertise and/or experience in the use of financial modules of ERP systems. /liliProven track record in financial positions in multi‑entity, international environments would be considered an advantage. /liliProven experience in business process review, in change management for process improvement and/or in organisational transformation would be considered an advantage. /liliExcellent drafting skills in English. /liliCustomer focus: You know how to develop and implement service excellence concepts. /liliDecision making: You take decisions based on balanced arguments. /liliManaging people: You implement effective people‑management practices. /liliAnalytical thinking: You analyse information and are able to identify relationships. /liliCommunication: You adapt your communication to different situations and audiences. /liliAbility to work in a multinational and multicultural environment. /liliProfessional conduct in line with the corporate behaviours of the Agency, i.e. result‑driven, readiness to change, customer focus, integrity and team‑player approach. /liliThe working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1 : The selected candidate will be required to become basic user of French at level A1 before the end of the probation period. Please note that no offer (for external candidates) or appointment (for internal candidates) will be made until the necessary evidence, if required, is validated. /ppThe selected candidate will be engaged in accordance with the provisions of the Staff regulations governing officials of the EUROCONTROL Agency. /ppConditions depending on current type of appointment /pulliInternal staff appointed for an undetermined period /liliInternal staff appointed for a determined periodulliRetain their current type of appointment duration. /liliContinue under their existing appointment duration, as appointment durations are not cumulative. /liliThe duration of their appointment will therefore not restart upon selection to the new post, i.e. the remaining duration of their current determined appointment continues to apply. /liliRenewal(s): This appointment may be renewed several times, but its total duration, including all renewal periods, may not exceed nine (9) years. /liliConversion: Conversion to an undetermined duration appointment is possible where all of the following cumulative conditions are met: the post is confirmed as being of a lasting nature; the staff member has completed at least five years of service; the staff member’s performance has been satisfactory; and the conversion is in the interests of the service. Conversion is therefore not automatic. /liliRetain their current type of appointment duration. /liliIf the assignment is extended, they will continue in the post in accordance with the applicable rules. /liliIf the assignment is not extended and/or the duties are not confirmed as being of a lasting nature, they will be transferred to another post corresponding to their previous type of post, job level, and function group. /li /ul /liliThe selected candidate must successfully complete a probationary period of nine (9) months before being established in the post. /liliThis post entails management activities. Established staff members will therefore have to serve a confirmation period of 9 months. This period may be shortened to 6 months if the selected candidate is appointed following a competition preceded by a previous temporary assignment to the post for which s/he was selected. The Director General may also decide not to make subject to this provision if that official has previously been assigned, for a period of 2 years or more, to a post similar to that for which he has been selected and which entailed the same level of management responsibilities. /liliThe selected candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level. /liliCandidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles.
