The NATO Office of Resources (NOR) provides independent expert technical, financial, economic and policy advice and support to the Secretary General, NATO Resource Committees, Allies, and other stakeholders on the planning, allocation and utilization of military common funding made available to achieve NATO’s goals and objectives.
Within the Air & Space Capabilities (ASC) Unit under the MDC Branch, the Officer BMD Capabilities evaluates military requirements and associated technical solutions from an investment, running cost and workforce point of view, primarily for BMD capabilities. The incumbent may be required to replace the Branch colleagues during their absence.
QUALIFICATIONS AND EXPERIENCE
* Master’s degree or equivalent level of education in computer science, electronic engineering or very closely related science/engineering fields.
* At least 5 years of experience in the field of development and/or procurement and/or maintenance of complex systems, or related fields.
* Knowledge of project/programme management principles and methodologies.
* Ability to communicate complex technical and financial advice, both verbally and in writing to technical and non-technical audiences.
* Minimum NATO official languages: V (“Advanced”) in one; II (“Elementary”) in the other (English/French).
ADVANTAGES
* Experience in Integrated Air and Missile Defence (IAMD) Command and Control (C2) capabilities, in particular BMD capabilities.
* Knowledge of National/Multinational funding or NATO’s common-funding processes and procedures.
* Knowledge of Space as a military domain and/or Air Surveillance and/or Counter Unmanned Air System (C-UAS).
MAIN ACCOUNTABILITIES
* Provide independent expert advice to stakeholders in NATO committees, national delegations, NATO agencies, as well as military authorities.
* Assess requests to implement programmes and projects (scope analysis, schedule, cost, performance and risk estimates, programme/project management aspects and policy compliance) to meet NATO military requirements.
* Assess budgets required for the operation and maintenance of the related capabilities.
* Follow NATO common funded capabilities through their entire lifecycle.
* Contribute to policy development on NATO military common-funded resources as appropriate.
* Apply existing policies on the implementation, operation, and maintenance of NATO capabilities.
* Develop coordination between all NATO bodies and national authorities leading or supporting the through-lifecycle of NATO common-funded capabilities.
* Present NOR reports and screening documents in front of Resource Committees.
* Act as Chairperson of technical meetings and conduct and lead meetings on NATO common-funded projects involving NATO member nations, NATO Military Authorities and NATO Agencies.
* Perform any other related duty as assigned.

CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract. The maximum period of service foreseen in this post is 6 years.
