Vice President, Government Affairs – EMEA Description - The Vice President, Government Affairs – EMEA is the most senior government affairs leader for HP across Europe, the Middle East, and Africa. This role owns HP’s regional government affairs strategy end-to-end and serves as the company’s senior external representative with EU institutions, national governments, regulators, and key stakeholders. This is a regional leadership role with enterprise-level accountability. The Vice President sets priorities, shapes outcomes, and leads HP’s EMEA government affairs organization to protect business continuity, enable growth, and advance HP’s strategic interests across trade, AI, digital regulation, industrial policy, sustainability, and geopolitical risk. Key Responsibilities Regional Strategy & Leadership Own and lead HP’s government affairs strategy across EMEA, including EU institutions, priority member states, the UK, and selected Middle East and Africa markets. Set regional policy priorities aligned with HP’s commercial, manufacturing, supply chain, and product strategies. Anticipate geopolitical, regulatory, and policy developments and translate them into actionable business risk and opportunity assessments. Senior External Engagement Serve as HP’s senior external representative in EMEA, engaging at Commissioner, minister, senior regulator, and agency-head level. Build and maintain long-term, trust-based relationships with EU institutions and national governments. Represent HP independently in high-stakes engagements, negotiations, and crisis situations. Policy Leadership & Decision Authority Establish HP’s regional positions on major EU and member-state policy issues within global guardrails. Lead escalation and crisis response related to regulation, trade, sanctions, supply-chain disruption, elections, or geopolitical conflict. Determine HP’s participation in, leadership of, or withdrawal from policy coalitions and trade associations across EMEA. Business Integration Partner closely with EMEA commercial, manufacturing, supply chain, legal, security, and communications leaders. Integrate government affairs into regional operating rhythms and decision-making forums. Ensure policy strategy supports market access, procurement eligibility, operational continuity, and growth. Organization & Talent Leadership Lead the EMEA government affairs organization, including direct and matrixed staff across markets. Set performance standards, develop senior talent, and establish succession plans. Allocate regional resources (headcount, budget, external advisors) based on risk and opportunity. Measurement & Impact Deliver measurable outcomes, including preserved or expanded market access, reduced regulatory risk, trade and supply-chain continuity, and successful shaping of policy outcomes. Strengthen HP’s reputation and trust with governments and regulators across the region. Minimum Qualifications 15 years of senior experience in government, EU institutions, diplomacy, or corporate government affairs. Deep experience with EU institutions and/or European member-state governments. Demonstrated credibility engaging at senior political and regulatory levels. Proven ability to lead complex, multi-country strategies in highly regulated environments. Strong business judgment and ability to connect policy outcomes to commercial and operational impact. Experience leading and developing teams across geographies. Preferred Qualifications Former European Commissioner, Member of the European Parliament, Director-General, senior European Commission official, ambassador, senior ministerial advisor, or equivalent-level corporate government affairs leader. Background in technology, industrials, manufacturing, or infrastructure-adjacent sectors. Experience with AI, digital regulation, trade, economic security, industrial policy, sustainability, or geopolitics. Experience operating in matrixed, global organizations.
