About the Role
We are seeking an experienced Senior GIS Expert / Architect to support a major digital transformation initiative within the public water sector in Wallonia.
You will join a high-impact team responsible for designing, developing, and maintaining advanced geospatial solutions built on the Esri ArcGIS ecosystem, supporting water distribution and sanitation operations.
This role combines functional analysis, solution design, and hands-on development, with a strong focus on delivering scalable, high-performance GIS solutions.
Key Responsibilities
* Lead user workshops and translate business needs into functional solutions
* Challenge and refine requirements to ensure value, feasibility, and consistency
* Produce detailed functional specifications (use cases, business rules, acceptance criteria)
* Model processes (UML/BPMN) and data flows across GIS systems
* Collaborate with architects and technical teams to align design and implementation
* Develop and configure ArcGIS applications (Experience Builder, Field Maps, Survey123, Dashboards)
* Publish and manage services within ArcGIS Enterprise
* Design and optimize FME workflows (Desktop & Flow)
* Integrate web services (REST/OGC) and spatial databases (PostgreSQL/PostGIS)
* Perform testing (unit testing, UAT support) and ensure quality delivery
* Contribute to documentation, user guides, and change management
Required Experience & Skills
* Minimum 10 years of experience in GIS (functional analysis and/or development)
* Strong expertise in the Esri ecosystem:
o ArcGIS Pro
o ArcGIS Enterprise (administration, publishing, optimization)
o Experience Builder, Survey123, Field Maps, Dashboards
* Solid knowledge of Utility Network concepts
* Strong skills in:
o Python (ArcPy) for automation
o SQL / PostgreSQL / PostGIS (spatial data handling)
o FME Desktop/Flow (workflow design & automation)
* Experience with UML/BPMN modeling and data modeling (MCD/MLD)
* Familiarity with DevOps practices (Git, CI/CD)
* Experience in functional analysis, UAT, and stakeholder communication
Nice to Have
* Esri certifications (ArcGIS Enterprise, Utility Network, Desktop Professional)
* FME Certification
* Experience in water / utilities / public infrastructure projects
* Knowledge of sector-specific business processes
Languages
* French: Native / Fluent (mandatory)
* English: Technical proficiency
Work Setup
* Primary location: Couillet (Charleroi)
* Occasional travel within Wallonia (e.g., Namur)
* Minimum 2 days onsite (Thursday mandatory)
* Up to 3 days remote
