Job Description
As part of Engineering & Property Services (E&PS) we oversee all J&J buildings worldwide, providing Real Estate, Engineering & Strategic Project Delivery, and Facilities Management. The Senior Manager, Project Controls, is accountable for ensuring compliance with J&J Worldwide Procedures and implementing scalable E&PS Project Controls tools, guidelines, and industry best practices throughout the project lifecycle. Candidates should have a strong background in estimating, cost control, scheduling, and risk management. This role is part of the Global Project Controls & Assurance team.
Key responsibilities include driving standardization through ideation, definition, execution, and assessment phases, managing detailed cost and schedule metrics and reporting, implementing risk management processes, and communicating best practices. The role supports the Project Leader during early estimating, business case alignment, execution approach, progress reporting, and lessons learned application. Collaboration with Global Finance, Project Management, CCFS and Facilities Management is essential.
* Supports implementation of the IDEA Project Delivery Process, emphasizing cost and schedule objectives, risk mitigation, and adherence to financial procedures.
* Guides Front End Loading/early estimating, securing capital investment agreements on project definitions, scope, and priorities, and ensuring resources and processes are in place.
* Works with the team to develop & align Capital Appropriation Request estimates, cost accounting, and detailed schedule for seamless project approval integration.
* Establishes tools and processes to track deliverables; monitors progress and reports to stakeholders, providing status reports on progress, problems, and solutions, and ensures efficient change control processes.
* Ensures projects implement key risk processes at all stages of the IDEA delivery (cost & schedule risk assessments).
* Attends meetings during engineering and construction phases.
* Evaluates AE, Construction Management (CM), and C&Q firm performance in cost control and change management.
* Supports project management in evaluating cost, change orders, and forecasts.
* Reviews construction estimate trend reports before establishing GMA contracts with contractors.
* Assists with development and review of project estimates, analyzing scope definition, inclusions, exclusions, unit rates, subcontractor costs, fees, markups, and indirect costs.
* Evaluates subcontract procurement plan and tracks performance against target dates.
* Reviews subcontract costs and schedules before award and validates against project budget.
* Monitors and evaluates project contingency budgets throughout project duration.
* Reviews payment applications to validate progress claims and ensure compliance with contract terms.
* Maintains and updates 21-Tab / ESR to reflect status against funding authorization and target schedule, identify key accomplishments, critical issues, potential concerns, cash flow, and safety statistics.
* Manages overall schedule development and integration, including engineering, design deliverables, procurement, construction management, IT automation, commissioning, qualification, operational readiness, and process validation.
* Ensures proper schedule integration, identifies critical and near-critical paths, and proposes mitigation plans for schedule delays.
* Provides thorough review of overall timeline and logic networks for all workstreams to establish a true baseline.
* Supports teams in developing programmatic/project-specific procurement strategies.
* Identifies opportunities and risks and recommends actions to optimize schedule performance and provide accurate, timely information to the owner.
Education & Experience
Education:
* B.S. in Business, Engineering, Architecture, or Construction Management from an accredited institution or equivalent.
* Project Management Professional (PMP) or equivalent.
* Proficiency in Microsoft Excel, Project, PowerPoint, Net-Point, and Primavera / Monte Carlo analysis.
Experience, Skills & Knowledge:
Required
* Senior leadership experience with demonstrated competency interfacing with multiple levels, including senior leaders (internal & external).
* Strong networking and relationship-building skills; proven experience driving progress on large capital projects under ambiguous and complex situations.
* Collaborative relationships with the J&J Project Delivery team, cross-functional business teams, external partners, stakeholders, and business leaders.
* Minimum 10 years of project controls experience supporting major capital projects, or related operations management experience.
* Extensive knowledge of engineering, construction, and project controls execution.
* Experience managing complex capital projects > $100 MM in Supply Chain, R&D, Pharma, and Med Device.
* Knowledge of translating complex business needs into clear final project objectives.
* Track record of developing and maintaining highly collaborative partnerships at all organizational levels.
* Excellent listening and problem-solving skills when managing potential project conflicts.
* Full working knowledge of project controls methodologies in estimating, cost and schedule development, and risk control processes.
* Familiarity with multiple contract types and implementation.
* Experience in integrated scheduling is required; working knowledge of Primavera preferred.
Preferred
* Familiarity with J&J Project Management approaches (FPX & IDEA Project Delivery Process).
* Experience with web-based project management systems (OpenText, Livelink) and Monte Carlo.
Cost analysis
* Experience in an FDA-regulated industry.

Salary
The anticipated base pay range for this position is: €96 000.00 - €165 025.00
