Job Title\: Staff Officer (Business Continuity) - TEMPORARY POSITION NATO Grade\: G15 Basic Monthly Salary (12 x per year)\: €, tax free Post Context/Post Summary Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports the Supreme Allied Commander Europe (SACEUR) in fulfilling his terms of reference, as directed by the North Atlantic Council. The NATO Communications and Information Systems (CIS) Group plans, deliver and supports NATO's Deployable Communication and Information Systems (DCIS) in order to enable command and control (C2) for NATO's deployed HQs. The NATO CIS Group HQ Command Group is responsible for decisions, directives and strategy to achieve NCISG' s mission of ensuring provision of NATO-wide cost-effective interoperable and secure Deployable Communication & Information Systems (DCIS) capability in support of NATO operations and exercises. NCISG CG directs the activities of the NATO Signal Battalions executing that mission. The Office of the Deputy Commander/Chief of Staff is responsible for providing direct support to the Deputy Commander/Chief of Staff in his responsibility to direct, co-ordinate and supervise all staff activities, to include the Strategic and Risk Management Plan, Service Level Agreements (SLAs), Data Protection, Internal Control and Occupational Health & Safety (OHS). The Business Continuity Office is responsible to recover or restore as a priority the ability of COM NCISG to continue to\: maintain C2 over NCISG HQ and the NATO Signal Battalions (NSBs), sustain permanent Situational Awareness of DCIS, enable C2 for supported operational commands, and support ACO operational planning. The incumbent is responsible for the development, implementation and validation of NCISG's BC Plans and ensures the BC programme's policies, standards and best practices improve operational resilience and mission readiness; also responsible to liaise and integrate NCISG BC planning support of risk management across NCISG's crisis, emergency and security management functions. Principal Duties The incumbent's duties are: 1. Liaises with NCISG Divisions/equivalents and subordinate units in support of NCISG wide resilience management. 2. Assists in providing support to BC Executive Group direction and guidance. 3. Assist in the analysis and identification of risks and issues in support of NCISG's risk management framework in respect to BC. 4. Derives BC scenarios from conducted risk analysis and threat assessments. 5. Develops Business Impact and Risk Analysis reports in support of the implementation of NCISG BC Plans. 6. Assists NCISG Divisions/equivalents in determining critical outputs, services and support functions. 7. Liaise with other NCISG Divisions/equivalents in support of operational resilience. 8. Assists NCISG Divisions/equivalents and subordinated units with initiating and facilitating BC planning process. 9. Develops and conducts BC planning and exercise training. 10. Coordinates with the BCM Programme Manager to continuously review NCISG and subordinated units' BC Plans. 11. Tests, trains and exercises NCIGS BC Plans. 12. Provides NCISG BC Plan and documentation maintenance. 13. Finalizes and distributes the BC Plans. Special Requirements and Additional Duties 1. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract. Essential Qualifications A Professional/Experience 1. Have minimum 2 years of in-depth knowledge of BCP management and governance frameworks, BCP best practices and protocols, and operational risk management. 2. Have excellent interpersonal, negotiating and communication skills. 3. Be competent with off-the-shelf analytical tools and software (e.G., MS Excel, Work, Outlook and PowerPoint). B Education/Training University Degree in business administration, engineering, economics, public administration, operations research, business process engineering or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience. C Language English - SLP Listening, Speaking, Reading and Writing) Desirable Qualifications A Professional Experience 1. Minimum 4 years' working experience in an international organisation or military Headquarters. 2. Demonstrate a thorough understanding of the NATO HQ, SHAPE Command Structure or similar international or military environment and related business processes and demonstrate the capability to work effectively within this environment. B Education/Training 1. Knowledge of NATO Business Continuity Management framework (NATO ADL 232, NATO ADL 233). 2. Possess project management certification (e.G. Prince 2 or PMP). 3. Course\: JPL-AA NATO Information Knowledge Management (IKM) Course. 4. Course\: CCC-SM NATO C4ISR Orientation Course. 5. Course\: ETE-MW NATO Orientation Course. Attributes/Competencies 1.
