Overview Contract Type: Freelance.
Location: Hybrid in Brussels, Belgium (on-site presence may be required but hybrid arrangements may be possible).
Working Hours: Full-time. 8 hours - Monday to Friday.
Responsibilities ️ Develop business architecture models aligned with the organisation’s strategies and goals.
☁️ Design and blueprint Cloud Architecture solutions.
Review existing systems’ architecture for cloud migration.
Design and develop architecture components using cloud technologies.
⚙️ Implement core business logic and ensure system consistency.
Evaluate systems for discrepancies or vulnerabilities and ensure security & data protection.
Conduct research to improve operations and enhance functionality.
Create servers, databases, and design responsive, cross-platform applications.
Design and develop robust APIs.
Take the lead on projects when required.
Write clean, functional code for back-end and potentially front-end applications.
️ Compile and analyse data, processes, and code for troubleshooting and improvement.
Education Requirements Minimum: Master’s degree (EQF Level 7 – typically 5 years) in IT or related field.
Required Skills & Knowledge Technical Skills Solid knowledge of enterprise architecture frameworks (TOGAF, COBIT, Zachman).
Familiarity with notations like ArchiMate, BPMN and tools such as ARIS.
Proficiency in back-end languages/frameworks: Java 8+, Spring, Spring Boot, Hibernate.
Cloud architecture design, microservices, and containerisation (Docker; Kubernetes is a plus).
Strong experience with RDBMS (Oracle), SOAP Web Services, REST APIs.
Familiarity with messaging systems (JMS, Kafka, ActiveMQ).
Experience with versioning tools (Git) and CI/CD suites (Bamboo).
Knowledge of front-end technologies (JavaScript, TypeScript, HTML, CSS, Angular) is a plus.
Knowledge of Java application servers (WebLogic) and related configurations.
Familiarity with security protocols (SSL/TLS), reverse proxy, OpenID Connect, SSO, and OAuth 2.
Experience with Oracle Service Bus, Oracle DB, and interoperability technologies.
Blockchain knowledge and EC identity & access management tools (Secunda, IOP IAM) are strong assets.
Specific Expertise Proven track record with the technologies listed above.
Hands-on experience with tools like SOAPUI, ReadyAPI, Postman.
Advanced knowledge of Procurement and Grant Management business domains.

Strong organisational and time-management abilities.
Excellent problem-solving and teamwork skills.
Ability to participate in multilingual meetings (English C2 required).
High level of discretion and integrity, especially when handling sensitive data.

Ability to work in multi-cultural environment, on multiple large projects.
High degree of discretion and integrity is required as the applications managed and maintained in DG EMPL unit A4 contain personal and confidential data.
