1. Qualifications (Three Talent Tracks)
(1) Innovative Talent Track
Hold a globally recognized doctoral degree (inclusive of non-Chinese and foreign talents), aged 65 or below.
Returned to China on or after January 1, 2025, or not yet employed full-time in China; full-time onboarding is not required during the application period, and onboarding procedures shall be completed upon selection.
Meet at least one of the following core criteria:
Hold a position equivalent to associate professor or above at an overseas university or research institution.
Have served as a department head (e.g., Technical Director, R&D Director, Chief Scientist) at the global headquarters of a Fortune 500 company.
Act as a core technical or business partner of a domestic enterprise, with in-depth participation in cooperative projects.
Master key core technologies or possess the ability to resolve major challenges in product production processes.
Professional expertise aligned with national priorities in technological innovation, key discipline development, or high-tech industry advancement.
(2) Young Talent Track
Hold a globally recognized doctoral degree (inclusive of non-Chinese and foreign talents), aged 40 or below.
After obtaining a doctoral degree, have held a formal position at a renowned overseas university, research institution, or corporate R&D center for a continuous period of 3 years (36 months); candidates with outstanding academic performance during their overseas doctoral studies may have the work experience requirement relaxed.
Returned to China on or after January 1, 2025, or not yet employed full-time in China; full-time onboarding is not required during the application period, and onboarding procedures shall be completed upon selection.
Specialize in natural sciences, engineering and technology, selected humanities and social sciences, or culture and arts, demonstrating strong innovation potential.
(3) Entrepreneurial Talent Track
Serve as the primary founder and largest shareholder of the established enterprise, with a cumulative stay/work period in China of no more than 6 years.
The enterprise has been in operation for 2-5 years, with products featuring core independent intellectual property rights.
The enterprise is in the pilot-scale test or initial industrialization stage, boasting promising market prospects and alignment with national high-tech industry development directions.
Possess extensive industry resources, enterprise management experience, and market development capabilities to lead the enterprise in achieving technological innovation and large-scale development.
2. Core Responsibilities
Focus on breakthroughs in key core technologies, leadership in high-tech industries, or the development of emerging disciplines; take the lead in conducting major scientific research projects, technological tackling initiatives, or the implementation of entrepreneurial projects.
Build innovative teams, promote in-depth integration of industry, academia, and research, and accelerate the transformation and industrial application of scientific and technological achievements.
Participate in discipline development, platform construction, or enterprise operation and management at the hosting institution to enhance core competitiveness in relevant fields.
Comply with national laws, regulations, and project management requirements; accept regular performance evaluations and cooperate in submitting reports on fund utilization and project progress.
Leverage overseas resources to facilitate international academic exchanges, technological cooperation, and industrial linkages.
3. Policy Support and Guarantees
Financial Support: One-time living allowance of 500,000-1,000,000 RMB (500,000 RMB for Young Talent Track; 1,000,000 RMB for Innovative/Entrepreneurial Talent Tracks), with a maximum comprehensive reward of 5.5 million RMB when combined with local matching subsidies. Exceptionally outstanding candidates may apply for an additional 5 million RMB in research funding (3-year support period).
Housing Support: Housing/settlement subsidies exceeding 1,000,000 RMB in developed cities (disbursed on a "post-purchase reimbursement" basis); talent green card privileges including priority access to elderly care and medical services, and coordinated priority school enrollment for children.
Family Support: Priority job placement or living allowances for spouses; eligibility for the candidate, their spouse, and children to participate in domestic social insurance programs (basic pension, basic medical care, work-related injury insurance, etc.).
Immigration Convenience: Foreign talents and their accompanying family members (spouses and minor children) may apply for a Permanent Residence Permit for Foreigners or a multiple-entry visa with a validity period of 2-5 years, featuring streamlined immigration procedures.

4. Application Guidelines
Application Deadline: End of March 2026 (online application portal now open).
Required Documents: Personal resume/application form, identification documents (Chinese citizens: ID card + passport; foreign citizens: passport), academic certificates (bachelor's/master's/doctoral), overseas employment/appointment certificate, scientific research achievements (papers/patents/projects/products), cooperation agreements, and other supplementary materials.
Review Process: Three-level sequential document review (city-level, provincial-level, central-level), with no interviews required throughout the process.
Onboarding Requirements: Selected candidates must complete onboarding within 2 years, cooperate in handling administrative procedures such as work visa applications and fund disbursement, and accept regular performance evaluations.
