Project Manager (Expert) – Public Sector & Digital Transformation

Brussels, Belgium
Contract: May 2026 – December 2026
Experience: Expert Level (10+ Years)
Workload: ~60% (Part-time)


About the Role

We are looking for an experienced Project Manager (Expert) to support large-scale digital transformation initiatives within the public sector.

In this role, you will lead complex projects focused on improving data exchange, reporting, and digital services, while working closely with local authorities, stakeholders, and cross-functional teams. You will also play a key role in coaching and strengthening business analysis practices within the team.


Key Responsibilities

* Lead the end-to-end analysis and delivery of complex digital initiatives
* Structure and define project scope, priorities, and strategic roadmaps
* Facilitate workshops and stakeholder interviews to gather requirements
* Translate business needs into clear deliverables (requirements, decision documents, frameworks)
* Ensure alignment with architectural principles such as scalability, interoperability, and reusability
* Monitor project progress, risks, and dependencies
* Provide clear reporting to stakeholders and program leadership
* Coach and support business analysts, ensuring quality and consistency
* Collaborate with local authorities, partners, and vendors


Required Skills & Experience


Core Experience

* Minimum 8+ years of experience as a Project Manager in infrastructure or development projects
* 10+ years of experience in the public sector (mandatory)
* Strong experience in digital transformation initiatives
* Proven expertise in project management methodologies (PRINCE2, PMBOK, etc.)
* Ability to transfer expert knowledge and mentor team members


Project & Process Expertise

* Strong experience with:
o Risk management and issue management
o Project planning and governance
* Hands-on experience with:
o MS Project
o MS Office (PowerPoint, Excel)
* Solid understanding of ITIL frameworks


Stakeholder & Domain Experience

* Experience working with local government or public administration (preferred)
* Strong stakeholder management across multi-level organizations
* Experience with vendor/supplier management (preferred)
* Familiarity with data exchange platforms (e.g., Magda) is a plus


Language Requirement

* Fluent in Dutch (CEFR Level C2 – mandatory)
