As a Senior/Principal Consultant, you will drive complex projects and proposals from start to finish, bringing your consulting expertise to bear on strategy, evaluation and impact assessment. We are offering an exciting career opportunity for a motivated Senior or Principal Consultant to join and strengthen our Digital Economy and Technologies team, a fast-growing practice within Technopolis Group that builds bridges between public stakeholders, industry, and technology on the EU’s digital agenda.
Based in our Brussels office, you will play a central role in leading high-profile assignments at the intersection of digital policy, innovation, and technology. Our team works closely with the European Union Institutions, coordinating Technopolis Group’s contributions to flagship EU tenders and projects, while also engaging with national and regional governments, industry associations, and public–private partnerships across Europe and beyond.
With a proven reputation in policy consultancy, Technopolis Group leads projects for a wide range of European Commission services, including in particular DG CNECT, DG REFORM, DG GROW, DG DIGIT, DG RTD, DG JUST and DG HOME but also other EC DGs, as well as for public and private clients worldwide.
You will be joining a diverse, multilingual, and multidisciplinary team, working with colleagues in Brussels and across the TG offices at a global level driven by a passion for shaping evidence-based policies to guide Europe’s digital transformation.

Your profile

Applicants should meet the following requirements that demonstrates both qualitative and quantitaive expertise :

* General requirements
o 5+ years’ experience in consultancy, think tanks, policy advisory, and/or EU-funded projects
o Relevant academic degree
o Deep knowledge of EU digital priorities, strategies and regulation
o Interest and existing knowldge of digital technologies, including in one or more of the following technology areas: AI, computing (edge and/or cloud computing), connectivity, cybersecurity, chips / electronics, data and interoperability, quantum, etc
o Demonstrated success in leading proposal development and securing funding or contracts
o Strong project management skills, including EU technical assistance and multi-stakeholder coordination
o Experienced in leading multidisciplinary project teams, client management, and proposal development
o Excellent communicator with strong analytical, problem-solving, and interpersonal skills
o Fluent in (spoken and written) English; additional European languages advantageous
o Proficiency in Excel, Word, and Power Point and acquainted with analytics and visualisation tools.
o Ability to work under pressure, and manage multiple deadlines.
* You could have either a qualitative or quantiative focussed background ,with specific requirements as follows. Requirements per type of profile is as follows:
o Qualitative focussed proflie
+ Proven track record in policy and programme design, evaluation, and impact assessment (Better Regulation Toolbox knowledge an asset) in the areas of digital economy, emerging technologies, and the intersection of digitalisation and sustainability
+ Advanced qualitative research methods, for instance literature reviews, interviews, case studies, surveys, workshops.
o Quantiative focussed profile
+ Proven track record in quantitative research methods, e.g. data analytics, advanced statistical analysis, modelling, development of indicators
+ Expertise on economic impact assessment and cost-benefit analysis, is a plus.


Your responsibilities

When joining our team, you will be involved in the following tasks and responsibilities:

* Provide digital policy / technology advisory services to EU Institutions, Agencies, and Bodies
* Contribute to engagements across multiple policy areas managed by various DGs (CNECT, RTD, GROW, DIGIT, REFORM, JRC JUST, HOMe, etc.) and Agencies, supporting diverse digital domains
* Plan, coordinate, execute, and monitor advisory services from tender stage and project launch to final delivery, ensuring high quality, adherence to budget, and timely completion
* Facilitate business and technology transformations - and relevant policy analysis - using established methodologies and tools
* Gather and analyse information and business requirements to formulate technology- and strategy-based recommendations
* Deliver communication and outreach initiatives using effective stakeholder engagement techniques and tools
* Maintain close relationships with key project stakeholders to ensure sustainable project success
* Collaborate with colleagues across Technopolis Group geographies and thematic areas (Green Transition, Research & Innovation, Industry, Entrepreneurship & Place-Based Innovation) and with external partners
* Lead business development activities, including contributing to the preparation of proposals for EU tenders
* Build and maintain strong relationships with existing and potential clients to understand and address their needs
* Guide and coach junior team members in project delivery and proposal preparation.
* Attend relevant events and webinars to remain up to date on industry and technology trends and represent Technopolis Group’s expertise.
* Demonstrated ability to lead business development activities and prepare successful proposals.
* Proven experience in digital policy advisory or consulting for public or private sector client
* Strong understanding of digital technologies including one ore more of the following: AI, computing (edge and/or cloud computing), connectivity, cybersecurity, chips / electronics, data and interoperability, quantum
* Experience managing complex projects across multiple stakeholders and policy areas.
* Excellent analytical, communication, and stakeholder engagement skills.
* Strong collaborative skills with experience working across geographies and thematic areas.
* Experience mentoring or guiding junior colleagues is an advantage.

* Business Development
o Identify and pursue new opportunities, including drafting and coordinating bids for EU tenders and proposals.
* Project Delivery
o Lead and contribute to projects of varying scale and complexity
o Undertake rigorous analytical and empirical research
o Produce reports and policy briefs tailored to funders, policymakers, and other stakeholders
o Collaborate effectively within cross-national teams and with external partners, while also working independently when required.
The successful candidate thus will :
* Contribute to the growth of our Digital Economy and Technologies practice, by developing robust and innovative methodologies (quantitative and/or qualitative)
* Play a strategic role in business development, including leading the preparation of proposals
* Design and deliver policy studies, evaluations, and impact assessment
* Produce and present reports and deliverables of high quality
* Foster strong relationships with clients
* Lead projects and teams and oversee projects delivery.

* while responsibilities will be adapted to the seniority of the position, the main tasks to be performed by the selected candidate include:
Leading:
* Contribute to forge, implement and promote Technopolis Group strategy around Digital Economy and Technologies in the EU and national markets
* Contribute to expand and manage a project / proposal team
* Design methodological approaches to answer complex policy questions and anticipate emerging trends
* Represent Technopolis Group at relevant industry events and webinars, keeping up to date with key technology trends.
Developing:
* Contribute to generate new business leads, including bid-writing in response to calls for tenders/calls for proposals (mainly EU institutions)
Delivering:
* Be part of project team and lead projects of various scales and of various complexities
* Perform analytical and empirical work
* Draft reports and policy papers, targeted to donors, policy-makers and target stakeholders
* We expect our staff to work both independently and in close collaboration in project teams across the Group and with external partners.
