Hauptaufgaben
You will:
•Perform and direct the full range of field and office engineering activities associated with construction operations
•participate in design criteria studies and design review conferences
•Coordinate construction planning and scheduling with contractors, outside regulatory agencies, end user
•Oversee construction at all stages to identify problems and to take corrective action
•Initiate and maintain contacts and effective working relationships with the contractor, support team, senior engineers, customers, and host nation representatives
•Conduct and/or actively participate in meetings and conferences related to office activities, including design review conferences with in-house and A-E designers, using agency representatives, and other Federal agencies
•Serve as a Contracting Officer's Representative (COR) for appointed functions on contracts administered by the Office
•Administer safety programs; Ensure safety provisions of the contract are strictly implemented and enforced
•Translate various documents (such as correspondence, court decisions) from English to French and vice versa
•Interpret for the command and other staff as required during meetings with host nation representatives

MINIMUM EDUCATION REQUIREMENT:
Education level 4 (Master degree) is required at each grade level. Applicants must have successfully completed education in the field of engineering. Must hold a graduation certificate from a Belgian institution or have an equivalent education that is recognized by the Belgian authorities to practice the engineer profession in Belgium. AT THE BA-11
Applicant must demonstrate at least one year of experience in an engineer field related to the position to be filled, and demonstrate that he/she possesses the knowledge, skills and abilities (KSA's) required for the position, as described in the KSAs section below. To be creditable, experience must have been gained at a level that is equivalent to at least the next lower grade (BA-09).
KNOWLEDGE, SKILLS AND ABILITIES
- Skill in oral and written communications required to prepare and present briefings in English
- Skill in applying engineering or architectural theories, principles, concepts, standards, and methods
SUBSTITUTION OF EDUCATION: Not applicable at this grade level
AT THE BA-12
Applicant must demonstrate at least one year of experience in an engineer field related to the position to be filled, and demonstrate that he/she possesses the knowledge, skills and abilities (KSA's) required for the position, as described in the KSAs section below. To be creditable, experience must have been gained at a level that is equivalent to at least the next lower grade (BA-11).
KNOWLEDGE, SKILLS AND ABILITIES, in addition to the KSA's at the BA-11:
- Knowledge of construction management principles and procedures
- Knowledge of contracts administration in order to review detailed drawings from Contractors, approve Contractor's payment estimate, analyze progress schedules, etc.
- Knowledge of Safety programs (e.g. OSHA) and standards.

AT THE BA-13
Applicant must demonstrate at least one year of experience in an engineer field related to the position to be filled, and demonstrate that he/she possesses the knowledge, skills and abilities (KSA's) required for the position, as described in the KSAs section below. To be creditable, experience must have been gained at a level that is equivalent to at least the next lower grade (BA-12).
KNOWLEDGE, SKILLS AND ABILITIES, in addition to the KSA's at the BA-11 and at the BA-12:
- knowledge of methods, practices, and processes of general, civil, structural, mechanical or electrical engineering and specialized knowledge of science disciplines such as soils, mechanics, hydraulics, theory of structures, strength of materials, engineering geology, thermodynamics, electrical power circuitry and surveying.
- skill to apply advanced engineering or architectural theories, principles, concepts, standards, and methods (e.g. apply experimental theories; new applications or developments to extend or modify theories, concepts, and assumptions; resolve unique or novel problems, conditions or issues; significantly alter standard practices, equipment, devices, processes, and known techniques, etc.)

US Army in Belgium is an American government agency whose mission is to provide logistical and administrative support to the US personnel at NATO and SHAPE in Belgium.
DESCRIPTION OF THE OFFER:
•Permanent contract, full-time (38 hours/week)
•Regular work schedule (Monday through Friday)
•Salary:
- From € 4,923.53 gross/month at the BA-09. This is a trainee position. Upon meeting all qualification requirements to perform the duties at the next performance level, the incumbent may be non-competitively promoted per management's recommendation.
- From € 5,910.76 gross/month at the BA-11. This is a trainee position. Upon meeting all qualification requirements to perform the duties at the next performance level, the incumbent may be non-competitively promoted per management's recommendation.
- From € 6,475.93 gross/month at the BA-12. This is a trainee position. Upon meeting all qualification requirements to perform the duties at the next performance level, the incumbent may be non-competitively promoted per management's recommendation.
- From € 7,094.83 gross/month at the BA-13.

The SELECTEE will:
•Provide an extract of criminal record: "Modele 1". This document may be requested to the local resident registration office.
