The digital transformation is governed by a senior executive acting as Digital Transformation Program Director, responsible for defining the digital strategy and structuring transformation programmes.
To support this ambition, the organisation is seeking an experienced IT Manager capable of combining operational leadership with transformation execution.
Job Description
The IT Manager reports to the Digital Transformation Program Director and is a member of the management committee.
The role combines:
6. End‑to‑end responsibility for IT operations (RUN)
7. Execution of digital transformation initiatives
8. Leadership of internal teams
9. Governance of external service providers
10. Strong collaboration with business and support departments
The IT Manager ensures that the IT environment is stable, secure and performant, while progressively evolving the organisation towards its target operating model.
Key Responsibilities
IT Operations (RUN)
11. Ensure availability, stability and performance of IT systems
12. Structure and monitor operational activities
13. Define and track operational KPIs and risk indicators
14. Guarantee continuity of service
Incident & Crisis Management
15. Lead and coordinate teams during major incidents
16. Communicate clearly with management and stakeholders
17. Drive root‑cause analysis and corrective actions
Leadership & Organisation
18. Manage and structure internal IT teams (infrastructure, applications, support)
19. Set priorities, delegate effectively and foster accountability
20. Professionalise ways of working and internal processes
Multi‑Vendor Management
21. Govern external service providers and partners
22. Monitor and enforce SLAs and service quality
23. Clarify responsibilities and arbitrate disputes
24. Ensure alignment between suppliers and internal objectives
IT Governance & Alignment
25. Contribute to the Target Operating Model (TOM)
26. Support IT architecture, CMDB and service catalogue initiatives
27. Participate in technology and governance decisions
28. Provide clear visibility on IT health to management
Projects & Transformation
29. Translate digital strategy into executable IT initiatives
30. Ensure coherence between transformation projects and RUN
31. Organise planning, execution and transition to operations
Public Procurement & Collaboration
32. Contribute to IT public tenders and technical specifications
33. Participate in evaluation of offers and supplier selection
34. Collaborate closely with Finance, Procurement, Legal, Data and business teams
35. Engage frequently with business stakeholders
Qualifications
36. 8–10+ years of experience in IT
37. Strong background in critical IT operations (RUN)
38. Proven experience managing major incidents and crises
39. Experience in multi‑supplier environments
40. Prior exposure to public‑sector or regulated environments is a strong asset
Skills
41. Structured leadership and strong communication skills
42. Decision‑making ability and stress resistance
