We are seeking an experienced Freelance Business Analyst with strong BPM expertise to support a major national programme undergoing significant process and operational transformation as part of the Action 15 initiative.

Position: Freelance Business Analyst (BPM / Functional Analysis)
Duration: 12-month contract (extension likely)
Location: Brussels, Belgium (Hybrid – 2 days/week on-site)

Key Responsibilities
Business Process Management (60%)
Lead modelling, optimisation, and documentation of Action 15 processes using BPMN.
Develop AS-IS/TO-BE process landscapes and identify improvement opportunities.
Align processes with Business Architecture and governance frameworks.
Facilitate workshops and validate designs with stakeholders.
Define process KPIs and ensure all deliverables meet compliance and quality standards.
Functional Analysis (40%)
Translate business needs into functional requirements and user stories.
Work with technical teams to ensure accurate implementation.
Conduct gap analysis and support solution validation and UAT.
Produce functional specifications, data flows, and business rules.
Ideal Candidate
Strong experience as a Business Analyst with hands-on BPM skills.
Proficient in BPMN and tools like ARIS, Signavio, Bizagi, or Visio.
Exposure to Business Architecture is advantageous.
Excellent analytical, documentation, and stakeholder-management skills.
Experience in regulated or structured sectors (government, defence, finance) highly valued.
Fluent in English; French/Dutch a plus.
Desirable
Experience in large transformation programmes or multi-year process initiatives.
Ability to create clear process documentation and functional artefacts.
