INTRODUCTION
Mission
The role of Infrastructure and Facilities Management (IFM) is to support NATO's political and decision-making processes by managing and maintaining the NATO Headquarters site. IFM provides the International Staff (IS), International Military Staff (IMS), national Delegations, Partners, independent bodies and all others accommodated at NATO Headquarters, with facility management services. IFM is responsible for the overall management, supervision and technical and financial control of all in-sourced and out-sourced facility, maintenance, transportation and logistics services, major and minor investment projects and asset and inventory management in support of NATO Headquarters functions.
Current Context
The Infrastructure and Facility Management (IFM) department is currently managing a high workload due to an increasing number of projects and ongoing baseline maintenance activities. The Facilities Information Management (FIM) team supports Facility Management operations by digitalizing and optimizing tools and workflows. The team works to improve operations and maintenance, with a strong focus on energy efficiency, data exploitation, and the centralization of facility-related information.
Division
NATO International Staff - Executive Management - Headquarters Support and Transformation - Infrastructures and Facilities Management. The NATO POC for supervision and coordination purposes will be the BIM Coordinator.
Objective
We are looking for an experienced GIS (Geographic Information System) Specialist to support the implementation of the Indoors GIS strategy for Operations and Maintenance of the NATO Headquarters, within the Facilities Information Management team, part of the Executive Management Division.
The Contractor's Efforts Will Focus On
* Create and maintain the Indoors GIS environment to support Operations and Maintenance of the NATO Headquarters site.
* Contribute to the Indoors GIS implementation roadmap, in close coordination with the Head of Section and the BIM Coordinator.
Manage and update the Indoors GIS environment by developing data management workflows that consume information from key systems (Building Information Models, Building Management Systems, and Facility Management Information Systems).
DUTIES AND ROLE
The contractor will provide support the Infrastructure and Facilities Management department to implement the Indoors GIS strategy to support Operations and Maintenance of the NATO Headquarters site, through the GIS infrastructure.
* Define the technologies, data models, and workflows required to implement sustainable GIS solutions that meet operational needs.
* Execute GIS products implementation cycles, from planning to deployment.
* Manipulate and integrate large amount of data coming from the different Facility Management systems.
* Develop and configure GIS web applications using tools like ArcGIS Experience Builder, Dashboards FieldMaps, or Indoors Viewer, supporting Facility Management business needs.
* Document the system architecture, including GIS portals, apps, and the single geospatial system of records, composed by external systems such as BIM, BMS, and IWMS.
SKILL, KNOWLEDGE & EXPERIENCE
* Bachelor's degree in Geography, Information Technology, Data Science, Engineering, Facility Management, building services, or any other related field is desirable.
* Minimum of 2 years of experience in the GIS field.
* Good knowledge of ArcGIS Pro.
* Proficiency in configuring ArcGIS Pro maps, web maps, dashboards, and mobile-friendly applications.
* Knowledge of ArcGIS Indoors is desired.
* Experience in creating and maintaining automated data workflows, using tools like ArcGIS Model Builder or ArcPy.
* Understanding of the Facility Management environment is desirable.
* Understanding of Building Information Modelling is desirable.
* Knowledge of innovation and digitalization practices using GIS tools in the Facility Management environment is desirable.
* Possess the following minimum levels of NATO's official languages (English/French): IV ("Upper Intermediate") in one; I ("Beginner") in the other.
* Good communication and stakeholder management skills.
* Well-organized, meticulous, and collaborative, with client service approach.
* Creative and capable of drafting processes from scratch.
* Excellent verbal and written communication skills in English are required.
