1. SUMMARY The NATO Office of Resources (NOR) provides independent and integrated expert advice to the Secretary General, NATO Resource Committees, Allies, and other stakeholders on the planning, allocation and utilization of military common funding made available to achieve NATO’s goals and objectives. The Executive Officer (XO) is responsible for supporting the Director NOR (DNOR) and their senior management team in the efficient and effective management and operation of the NOR. The XO provides advice and support to the Director on a wide range of resource and administrative issues and activities. 2. QUALIFICATIONS AND EXPERIENCE The incumbent must: • possess a university degree in a relevant field (e.g. public management, business management, administration, public policy, or finance); • have at least 5 years of relevant experience in progressively responsible positions; • have team management experience; • be familiar with the use of automated business process and resource management systems and software, related to knowledge and workflow management; and • possess the following minimum levels of NATO’s official languages (English/French)\: V (“Advanced”) in one; II (“Elementary”) in the other. The following would be considered an advantage: • experience working in the public sector, including in national government, the military, or in an international organization; • experience in budget and financial planning and management; • experience working in NATO, or in a NATO-context, and an understanding of the NATO environment, structures, committee working practices, and business processes, in particular as they relate to common funding. 3. MAIN ACCOUNTABILITIES • Planning and Execution: Monitor completion of tasks issued by the Office of Secretary General and the DNOR, and follow-up to ensure deadlines are met. Support the development of the NOR budget and financial plans and help ensure a correct use of allocated financial resources. • Policy Development: Advise the senior management on policy development, suggesting potential opportunities for collaboration or highlighting areas of overlap. • Knowledge Management \: Determine and oversee processes and procedures regarding information and knowledge management across NOR. Develop and promote management tools and mechanisms that help NOR function more efficiently. • Stakeholder Management \: Serve as a central point of contact for external collaborators concerning a wide range of resource issues. Represent NOR at cross-divisional meetings within the HQ. Ensure external communication is consistent and aligned with Alliance and NOR policy and interests. Support DNOR and NOR senior management on identification, management, and resolution of issues impacting stakeholders. • People Management: Support the senior management team with the assessment of the performance of the NOR staff. Lead, plan, direct and supervise the work of the personnel under their responsibility. Provide mentoring, coaching and training opportunities and be available to offer guidance at critical moments. Perform any other related duties as assigned. 4. INTERRELATIONSHIPS Reporting line\: The incumbent reports to the DNOR. Interactions\: The incumbent works regularly with the NOR senior management team and works in close cooperation with staff across the NOR. The incumbent coordinates regularly with the Divisions/Independent Offices of IS, as well as with the IMS, the Strategic Commands, and other NATO Bodies. Direct reports\: 3 Indirect reports\: 0 5. CONTRACT Contract to be offered to the successful applicant (if non-seconded)\: Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract. Contract clause applicable: In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity. The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract. If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations. 7.
