Develop, implement and execute the procurement strategies for services, equipment and projects :
1. Understand, analyze and challenge needs and technical aspects, as well as key influencing factors, for all supply contracts
2. Develop strategies, in line with direction of the function, to assure the best value for money;
3. Look for alternatives to be developed and implemented if applicable
4. Evaluate and monitor contract performance to ensure compliance with contractual obligations and to determine need for change
5. Ensure compliance with other Belgian sites
Guarantee the site supply
6. Guarantee the supply of all goods and services to assure business continuity
7. Find, lead & implement changes of contracts and products
8. Handle day to day transactions, and ensure back up of his/her colleague
HSE Contractor Management
9. Evaluate and monitor contract performance to ensure compliance with contractual obligations and to determine need for change
10. Confer with staff, users and vendors to discuss defective or unacceptable goods or services and determine corrective actions
11. Resolve vendor or contractor grievances and supplier complaints
12. Organize a yearly contractor forum (safety) and evaluation
Achieving Financial Procurement targets
13. Work actively on a total spend reduction & control the cash out. Job holder has to deliver the annual procurement targets and actively challenge all requests & spend
System & Ethics
14. Promote Sustainability in the value chain.
15. Ensure responsible sourcing and supplier compliance with INEOS Supplier Code of Conduct,
16. Comply with Oligomers procurement “golden rules”
17. Monitor and follow applicable laws and regulations
18. Ensure compliance to ISO certificates and financial audits requirements
19. Maintain systems and data up-to date Increase procurement capabilities and minimize manual transactions.
Skills & Knowledge Required
Education/Experience
20. Industrial engineer or University degree with min 5 years’ experience in various technical / commercial / procurement / project position
21. Trilingual (Fr, En, Nl)
22. Basic knowledge of trade law
23. Knowledge of economics / Accounting principals
