Security project manager

We are looking for a strong Project Manager!

Scope: Provision of a coordinating consultant for an IT migration project in the field of healthcare and insurability.

The consultant acts as project coordinator, intermediary between the partners and the ‘trusted advisor’ for management, business experts and IT project managers at CSS.

The assignment includes:

• Aligning priorities with project management and sponsors;
• Reporting to management;
• Advising on risks and opportunities;
• Coordinating the project, without formal line authority;
• Setting up a general PMO (project management office).

We anticipate that the mission will run from October 2026 to December 2028 inclusive.

Background:

In the complex field of compulsory health insurance, a strategic IT migration project is being implemented, in which existing applications, data and processes are being transferred to a new IT platform. The aim is to improve the continuity, performance and scalability of processes, in accordance with security and compliance requirements, including regulations on the processing of personal and health data as well as the NIS2 Directive.

The consultant supports the organisation in coordinating, structuring and overseeing this migration.

This is an IT migration project during which existing applications, data and processes are transferred to a new IT platform. The aim is to ensure long-term continuity within the CSS budget.

This migration project is running in parallel with all other projects and assignments entrusted to the CSS. The consultant ensures that ongoing projects and the migration project are approached in a structured manner and that an appropriate project methodology is put in place.

This migration will also have a significant impact on staff. The consultant therefore proposes an engagement plan to involve staff and ensure the transformation is successfully completed.

To be considered, the applicant company must be able to provide the following:

• Seniority: A consultant with more than 10 years of experience as an IT project coordinator.
• Fluent in French & Dutch
• At least 6 months’ experience in the public sector, with a company employing at least 500 people.
• At least one previous assignment carried out in direct liaison with the management/executive committee for a similar assignment.

By ‘similar assignment’, we mean:

1. a project involving the coordination, structuring and support of an IT migration;
2. involving the conduct of a risk analysis related to the migration and a change impact analysis;
3. and the implementation of a detailed roadmap, a strategy and a migration plan.

• At least one similar experience in the field of compulsory health insurance (Health and Disability Insurance, healthcare and/or insurability sectors).
