Call for consultancy : support to the launch of operations in Egypt – Country Program Manager (CPM) Egypt – Location: Cairo, Egypt, with travel to other areas Start date: 04.05.2026 End date: 03.08.2026 Contract type: National or international consultancy Languages: French and English. Arabic is an asset Duration: 3 to 4 months Mission Context : Doctors of the World Belgium (MdM-BE) initiated in 2024 the establishment of its North Africa regional set-up, as part of the rollout of its regional strategy. This strategy includes an expansion of its geographical coverage. In this regard, an initial exploratory mission was conducted in Egypt in September 2025 to identify unmet needs among vulnerable communities, map key stakeholders, clarify MdM-BE’s added value, and initiate local partnerships in complementarity with existing interventions. Since then, Médecins du Monde has engaged in discussions with national and international organizations to establish operational and strategic partnerships and has submitted project proposals to potential donors. A registration process has also been initiated and is currently under preparation. Mission Framework Médecins du Monde (MdM) is an international medical development NGO, part of a global network. We provide medical assistance to vulnerable populations in Belgium and worldwide. We advocate for universal health coverage, ensuring that everyone has access to healthcare without barriers (financial, cultural, geographical, etc.). Our work is based on three pillars: Care: providing effective access to healthcare for populations Change: going beyond assistance to create long-term impact Advocacy : leveraging field experience to influence local, regional, and (inter)national authorities with evidence-based insights In Belgium and globally, our projects target individuals who lack access to healthcare. They are structured around five main areas: People excluded from society (homeless individuals, undocumented migrants, drug users, sex workers, etc.), Children in vulnerable situations, Women (supporting gender equality and protection against sexual violence), People on the move or displaced, Victims of crises or conflicts. In the Euro-Mediterranean region, MdM works with people on the move exposed to multiple vulnerabilities linked to restrictive migration policies, including violence, barriers to healthcare access, and legal and social precarity. As part of the launch of its operations in Egypt, Médecins du Monde Belgium (MdM-BE) is recruiting a consultant for a short-term assignment as Country Program Manager (Egypt). Objectives of the mission: Général Objectif : You will lead the establishment of MdM operations in Egypt, including office set-up, operational launch, and registration procedures. Your role will include needs assessment, strengthening national partners, and fundraising. Under the supervision of the Regional Director, you will represent Médecins du Monde with authorities and humanitarian actors and ensure overall operational management. Specific objectives : Specific Tasks : Representation with authorities, humanitarian actors, and donors; Registration of MdM and participation in humanitarian coordination mechanisms (clusters, NGO forums, thematic working groups, etc.); Management of administrative processes required for registration and effective functioning of the MdM office in Egypt; Recruitment and management of staff in Egypt (if applicable); Development of consortia with international and national NGOs; Active fundraising for short- and medium-term operations in Egypt; Development of project proposals for Egypt and for multi-country/regional calls including Egypt; Organization of needs assessments in new areas (notably Aswan), in collaboration with partners and in coordination with MdM-FR for the Sudan crisis (Wadi Halfa–Aswan axis); Launch and monitoring of MdM-BE interventions, particularly new projects in Egypt, in coordination with partners; Rigorous and proactive monitoring of the budget allocated to country set-up and field operations (partner and donor contracts), in close collaboration with the North Africa regional office; Ensuring proper monthly financial reporting in compliance with MdM-BE internal rules and donor requirements; Maintaining relationships with partners and coordinating with MdM-FR to plan responses to cross-border Egypt–Sudan emergencies. Security management : Monitor the security context in coordination with the North Africa Regional Director and the HQ Network Security Advisor; Develop an Egypt security package in collaboration with HARA and the Regional Director; Ensure security management and enforcement of security protocols during MdM field interventions, including needs assessments; Ensure security briefings for MdM staff in Egypt; Maintain proactive engagement with authorities and local stakeholders to ensure MdM’s acceptance on the ground. Reporting: Weekly update of the Egypt office opening plan; Monthly SITREP for the region; Monthly update of the project management tool; Preparation of compliance documentation related to donor contracts in coordination with the Regional Grant Manager; Preparation of documents required for MdM representation in Egypt; Follow-up on administrative requirements to operate in Aswan and, if possible, in Sinai (in coordination with MdM-FR). Deliverables : Deliverable 1: Monthly report 1 June 5, 2026 (covering May 2026) Deliverable 2: Monthly report 2 July 5, 2026 (covering June 2026) Deliverable 3: Monthly report 3 August 5, 2026 (covering July 2026) Deliverable 4: Monthly report 4 September 5, 2026 (covering August 2026) Deliverable 5: Final mission report including annexes (needs assessments, meeting minutes, etc.) September 30, 2026 Profile and eligibility criteria Education and experience University degree in public health, humanitarian action, international relations, social work, project management, humanitarian law, or related field; Minimum 5 years of experience in managerial and/or technical roles in humanitarian contexts, preferably including start-up of new operations; Experience in health and/or protection (GBV), with knowledge of migration issues in the Euro-Mediterranean region and the Sudan refugee crisis context; Experience in representation and fundraising (institutional and private donors); Experience in managing consortia and partnerships (national and international). Specific skills Strong knowledge of donor mechanisms (DGD, FCDO, EU, ECHO, etc.) and proposal writing; People-centered approach and conflict-sensitive strategic and programmatic management; Good understanding of localization approaches and equitable partnerships; Strong analytical, strategic, budgetary, and program management skills; Excellent written and spoken French (mandatory); good command of English; Arabic is an asset. Duration and implementation timeline The mission is planned for three (03) months, extendable to four (04) months depending on budget availability. The consultant may propose in their technical and financial offer the number of days deemed necessary to complete the assignment, with justification (if not based on a monthly lump sum). A financial proposal including: A detailed financial offer, including all mission-related costs (travel, per diem, accommodation, etc.); The total amount including taxes (TTC) and applicable withholding tax percentage.
