We are currently helping our client in their serach for a South Utilities Commissioning Superintendent.
The South Utilities Commissioning Superintendent is responsible for overseeing the precommissioning and commissioning of the Process / Mechanical systems and equipment within the South Utilities Area. This role focuses on ensuring that all process / mechanical systems are installed, tested, and certified according to design specifications, Contract, procedures, and operational requirements, contributing to the safe and e$icient operation of the Facility.
Organization
This position reports to the Project Commissioning Manager.
Function
Develop comprehensive pre-commissioning plans, and procedures for process/ mechanical systems, outlining objectives, and schedules for testing and validation.
Collaborate with project engineers and other Commissioning disciplines to ensure that the pre-commissioning activities are integrated into the overall project schedule.
Review Vendors procedures and Sub-contractors Method Statements.
Testing and Verification:
Supervise Vendors and Subcontractor’ testing of process / mechanical systems, including its instrumentation and controls, interfaces, interlocks, loop checks and safety devices.
Supervise integration tests to ensure that systems operate correctly and safely.
Drive Mechanical Completion on system and sub-system basis as required by the Project Schedule
Test Procedure Development:
Create and / or review commissioning test procedures (CTPs) for Process / Mechanical systems, ensuring they are detailed and comply with Contract, and industry standards.
Ensure that test procedures are clear and provide specific instructions for conducting tests safely and effectively
Determine temporary system requirements to enable pre-commissioning testing
Prepare schedules for Vendor testing, assistance and support
Determine plant, equipment, tools and specialist tool requirements for precommissioning
Issue Identification and Troubleshooting:
Identify and troubleshoot issues that arise during the pre-commissioning and commissioning process, working closely with other Site disciplines to implement solutions.
Document any discrepancies from design specifications in Nonconformance Reports (NCRs) and coordinate corrective actions
Documentation and Reporting:
Prepare or review detailed pre-commissioning reports summarizing testing activities, results, and any issues encountered during the electrical commissioning process.
Maintain accurate records of all pre-commissioning activities, including test results, inspection reports, punch lists, and compliance documentation.
Collaboration and Communication:
Work collaboratively with the Commissioning Manager, the other Commissioning Leaders, the Subcontractors, Vendors, and other engineers to ensure the effective execution of pre-commissioning tasks.
Communicate test results and findings to project stakeholders, including Commissioning Manager and clients, ensuring transparency and alignment.
Safety Compliance:
Adhere to all health, safety, and environmental regulations during electrical commissioning activities.
Ensure that all safety protocols are followed and that personnel involved in commissioning are trained in relevant safety practices.
Ensure that RAMS, PTW and LOTO are correctly implemented and act as Approver of the PTW issue by Su-contractors
Final Acceptance and Handover:
Participate in the final acceptance process, ensuring that all systems are fully tested, verified, and certified to meet the acceptance criteria.
Facilitate the handover of pre-commissioned systems to the operations team, ensuring they receive the necessary documentation.
Requirements
A degree in engineering or a related field, with substantial experience in Process / Mechanical commissioning.
Excellent problem-solving skills with the ability to diagnose and resolve complex issues effectively.
Strong organizational and documentation skills, with attention to detail.
Effective communication and teamwork skills for collaborating with diverse teams and stakeholders.
