PpPrimary Location: Belgium – Brussels /p pNATO Body: NATO International Staff (NATO IS) /p pSchedule: Full‑time /p pSalary (Pay Basis): 9,604.83 /p pGrade: NATO Grade G20 /p h3SUMMARY /h3 pWithin NATO’s International Staff (IS), the NATO Human Resources (NHR) Office is comprised of five pillars: Talent Management; HR Services; NATO‑wide HR Policy and Strategy Coordination; Organisational Design and Development; and the HR Digital Services. The Head, Compensation and Benefits provides expertise, consultancy, and support related to Pensions, Pay and Allowances, Contracts, and Privileges and Immunities to ensure high‑quality HR service delivery and a vision for how these services should evolve. The incumbent ensures compliance with the NATO‑wide HR framework while anticipating and responding to the Organization’s changing needs in Compensation and Benefits. The incumbent leads the Pensions and Pay and Allowances Teams and deputises for the Head, HR Services, during their absence. /p h3QUALIFICATIONS AND EXPERIENCE /h3 ul liUniversity degree or equivalent level of qualification in human resources management, business administration, economics, statistics, or a related field. /li liAt least 7 years of relevant professional experience in progressively responsible positions managing pension schemes and pay and allowances frameworks. /li liExperience supporting the development, implementation, and oversight of HR policies and change programmes. /li liExperience managing or leading teams. /li liMinimum language proficiency: V (“Advanced”) in one of NATO’s official languages (English/French) and III (“Intermediate”) in the other. /li /ul h3ADVANTAGES /h3 ul liGraduate degree (Masters or Ph.D.) in a related field. /li liExperience interpreting contracts, personnel regulations, or other similar legal texts. /li liExperience analysing financial statements, payroll/pension calculations. /li /ul h3MAIN ACCOUNTABILITIES /h3 ul libProject Management /b – Lead and support the design and implementation of strategies, projects, and programmes linked to NATO enterprise‑wide compensation and benefits related to pay and allowances as well as pensions. Include benchmarking, developing a forward‑looking vision, exploring outsourcing, and contributing to policy development. /li libExpertise Development /b – Ensure related programmes, processes, and tools are effective, comprehensive, cost‑efficient, and aligned to support the mission. Provide expert advice, collaborate with peers, support contract management, and assist the Head, HR Services in yearly reports. /li libPeople Management /b – Create a motivating workplace, mentor, coach, and train staff. Ensure clarity on objectives, provide feedback, and supervise the Pensions and Pay and Allowances teams. /li libKnowledge Management /b – Draft memoranda and office notices, provide financial inputs for audits and studies, build internal knowledge repositories, and ensure data accuracy. /li liPerform any other related duty as assigned. /li /ul h3INTERRELATIONSHIPS /h3 ul liReporting Line: The incumbent reports to the Head, HR Services. /li liInteractions: Work and liaise with all relevant stakeholders regarding pension and payroll issues, and cooperate with other international organisations as required. /li liDirect reports: 4 /li liIndirect reports: 15 /li /ul h3COMPETENCIES /h3 ul liAchievement – Creates own measures of excellence and improves performance. /li liChange Leadership – Personally leads change. /li liClarity and Accuracy – Monitors data or projects. /li liConceptual Thinking – Applies learned concepts. /li liFlexibility – Adapts own strategy. /li liImpact and Influence – Persuades and takes multiple actions. /li liInitiative – Plans and acts up to a year ahead. /li liLeadership – Promotes team effectiveness. /liliOrganizational Awareness – Understands organisational climate and culture. /li liSelf‑Control – Responds calmly. /li /ul h3CONTRACT /h3 pDefinite duration contract of three years; possibility of renewal for up to three years, with the option to apply for conversion to an indefinite duration contract.
