ENTSO-E is the European Network of Transmission System Operators for Electricity. We coordinate the cross-border system operations, system development and electricity market activities of the 40 electricity transmission system operators (TSOs) which cover 36 countries. The ENTSO-E Secretariat in Brussels provides support on technical, market and policy developments for all European TSOs in their cooperation with each other, in their joint fulfilment of their legal mandates, and in the intensive interactions with EU decision-makers, regulatory agencies, associations representing network users and other stakeholders.

We are looking for a highly professional and skilled Manager to join the System Development section. Are you passionate about the European electricity market and the energy transition? If yes, ENTSO-E is the right place for you.
As the Infrastructure Strategy Manager, you will work in the ENTSO-E Secretariat in Brussels, in the System Development section, reporting directly to the Head of System Development. The section is comprised of around 40 internal and external staff, working on some of ENTSO-E’s high-impact deliverables, such as the Ten-Year Network Development Plan (TYNDP), European Resource Adequacy assessment (ERAA), and Seasonal Outlooks.
In this role, you will shape and lead initiatives with member TSOs that complement and leverage the System Development legal mandates. You develop new workstreams for monitoring of grid infrastructure development plans, progress and delays. In addition, take initiatives to guide and streamline project development on topics such as supply chains, permitting, asset management, and engagement. You will engage with ENTSO-E Members, the Board, and be responsible for setting up a wide network of strategic partners on grid infrastructure. You will also cooperate with Secretariat staff across sections and coordinate cross-stakeholder projects. You will manage a team of highly skilled professionals and ensure their continuous development.
Occasional travel can be expected (e.g. 2-5 times per year for external meetings).
Your responsibilities
Responsibilities may be subject to change depending on the evolution of priorities and projects. The following responsibilities are foreseen:
* Lead and develop the team by setting clear objectives, managing performance, and supporting career development, ensuring continuous growth and high engagement.
* Build and maintain strategic partnerships on system development topics with stakeholders including .
* Develop and manage cross-cutting workstreams to monitor grid infrastructure development plans including gather data, track progress, analyse root causes of delay, and promote best practices among ENTSO-E Members.
* Promote best practices and provide guidance among ENTSO-E Members and stakeholders to streamline project development, on topics including supply chains, permitting, and public engagement with an objective to strengthen ENTSO-E’s external positioning and influence.
* Facilitate experience sharing on asset management practices across Members and communicate insights effectively internally and externally.
* Prepare and moderate ENTSO-E and specific project meetings by managing agendas, materials, decisions, and follow-up actions, ensuring structured and outcome-oriented discussions.
Your profile
We are looking for someone with the following skills and abilities:
* University degree, preferably in electricial engineering, energy engineering or economics.
* At least 8-10 years of work experience in relevant sector.
* Experience in TSO project and portfolio management and/or asset management is a strong asset.
* A first experience in leading and developing teams is considered an advantage. Strong interpersonal skills with the ability to motivate, delegate, and foster team culture.
* Proficient knowledge of the TSO business model, European energy regulatory framework and EU policy objectives.
* Strong stakeholder management skills with a proven track record of building strategic partnerships.
* Strong knowledge of project management methodologies. Eager to take the lead, facilitate consensus, showing vision, and delivering.
* Strong writing and oral communication skills in English, with ability to communicate on key benefits and risk mitigation actions to senior decision makers and external stakeholders
* Proactive and results-oriented attitude.
