Duties and Role:
Under the direction of the Ground Service Delivery Manager (SDM), the incumbent will perform duties such as the following:
1. Advise SAC Commander and Ground SDM on all matters related to the operations and maintenance of the SGS;
2. Act as technical advisor to SAC Commander, and lead all technical activities involving managing and supervising the maintenance of the SGS communications systems and sub-systems, and the supporting non-CIS facilities (HVAC, UPS, AC Power Sub-systems, etc.);
3. Supervise performance of preventive and corrective maintenance of SGS equipment;
4. Provide technical guidance and assistance to all SGS maintenance staff;
5. Perform maintenance tasks and emergency interventions as required;
6. Monitor operational performance and working standards of site technicians;
7. Provide feedback to NCI Academy Oeiras through Ground SDM for training program improvements, and ensure maintenance personnel comply with prescribed maintenance procedures;
8. Establish, monitor, and conduct On-the-Job-Training (OJT) programs to compliment official NCI Academy training program, and to ensure all personnel are proficient in their duties;
9. Review all site/system operational and maintenance instructions to ensure accuracy of content and compliance with relevant NCI Agency Operating Instructions;
10. Supervise up-keep of equipment and circuit installation/activation records;
11. Responsible for all test equipment onsite; maintain calibration records and manage Metrology Exchange Package (MEP) as directed in relevant NCI Agency Operating Instructions
12. Provide assistance to the Ground SDM, SATCOM ESOC, CSSC, staff in connection with engineering change proposals relevant to operations and maintenance;
13. Assist with upgrade/replacement projects during prototyping, trial, site surveying, installation and commissioning phases as agreed by NCI Agency Configuration Control Boards;
14. Deputize for higher grade staff, if required;
15. Performs other duties as may be required.
Requirements
Skill, Knowledge & Experience:
16. The candidate must have a currently active NATO COSMIC TOP SECRET security clearance
17. A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related discipline and 3 years post-related experience;
18. Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least 10 years extensive and progressive expertise in duties related to the function of the post;
19. At least 3 years' experience in the operation or maintenance of satellite ground terminals/stations or related systems, such as radars or Line-Of-Sight systems;
20. Proven experience on Antenna sub-system, including: Radome, feed horn, reflector, pedestal, waveguides, tracking receiver, servo and drive equipment;
21. Proven experience on Transmit and receive chains, including: up and down converters, Low Noise Amplifiers, High Power Amplifiers;
22. Proven experience on MODEMs, Electronic Protected Modem Systems (EMS), cryptographic equipment, routers, switches;
23. Proven experience on Computer-assisted Monitor and Control System (M&CS);
24. Proven experience on GPS-disciplined Frequency Reference Standards, and associated distribution systems;
25. In-depth knowledge of digital techniques;
26. Experience in TCP/IP fundamentals, including security; video transmission principles; and telecommunications quality assurance practices;
27. Experience on Servo-mechanisms; and Emergency power generating systems;
28. Experience in the development, implementation, fielding, testing and maintenance of modern communications equipment;
29. Experience on on-line performance, accounting, fault, security and configuration management of digital networks and associated transmission systems, to include; packet switching systems in support of voice & data transfer;
30. Familiarity with related international/commercial/industrial standards;
Desirable Experience and Education:
31. A Master of Science degree at a nationally recognised/certified University in a related discipline; and 5 years post-related experience;
32. Technical leadership experience;
33. Proven success as a operational team lead and mentor;
34. Experience on AC Power distribution equipment, emergency AC Power generation and associated fuel storage, and Uninterruptible Power Supply (UPS);
35. Experience on Heating, Ventilation, and Air-Conditioning (HVAC) systems;
36. Experience Digital-Line-of-Sight (DLOS), Fibre-Optic cables, and other tail systems;
37. Experience in Logistic Support; managing the supply and replenishment of spare parts, dispatch of faulty units for repair;
38. Prior experience of working in an international environment comprising both military and civilian elements;
39. Knowledge of NATO responsibilities and organization, including ACO and ACT.
