Job Description - Roles and Responsibilities
1. Introduction to COMPANY
* COMPANY is the IT operator for the Wallonia-Brussels Federation. As a public interest organization, COMPANY's mission is to design, develop, maintain, and upgrade information systems and technological infrastructures serving the administrations and institutions of the Wallonia-Brussels Federation.
* A key player in the digital transformation of the French-speaking Belgian public sector, COMPANY operates in various fields such as:
* IT infrastructure management (networks, security, data centers, cloud),
* The development of custom business applications,
* Support for digital projects (functional analysis, UX/UI, project management),
* Cybersecurity and data protection,
* User support and training.
2. Mission
* As part of COMPANY's transformation, it is necessary to structure, manage, and professionalize the project and program management function. This interim management mission aims to ensure the delivery of priority projects, develop team skills, and establish robust governance, pending the recruitment of a permanent manager.
Perimeter
* Reporting to the Director of the Cross-Functional IT Department, the Competence Center is responsible for:
* 15/20 project managers
* 6 program managers
* 4 PSO employees
* ~50 active projects
KEY RESPONSIBILITIES
Governance & Strategic Management
* Define and implement project and program governance (bodies, processes, arbitration)
* Structuring decision-making bodies (steering committees, project committees, arbitration processes)
* Establish a portfolio prioritization framework aligned with COMPANY's strategic priorities
* Provide consolidated reporting to the Executive Committee and governance bodies
* Contribute to the Investment Committee (validation of projects >€250K)
* Competence Center & People Management
* Supervise and coordinate program managers and project managers (34 people)
* Define and enforce roles, standards, methods and best practices (O10C/PRINCE2, Agile)
* Supporting the increasing maturity of the project organization
* To play a role as a senior advisor and coach (skills development, training, mentoring)
* Create a climate of trust that fosters autonomy and accountability within the teams
Transformation programs
* Manage or supervise complex cross-functional programs and priority projects (top 24)
* Ensuring alignment between IT, business, and strategy, and facilitating dialogue between stakeholders
* Contribute to the definition of Target Operating Models (TOM) for the project organization
* Securing the value creation of investments (monitoring ROI, profits, achievement of objectives)
* Managing interdependencies and cross-cutting risks
* Continuous Improvement & Transition
* Propose improvements to the processes, tools and governance of the Competence Center
* Documenting best practices and lessons learned
* Prepare the transition to the permanent manager (skills transfer, documentation)
* Contribute to the long-term structuring of the function
