We currently have a vacancy for an IT Project Manager fluent in English, to offer his/her services as an expert who will be based in Brussels, Belgium. The work will be carried out either in the company’s premises or on site at customer premises. In the context of the first assignment, the successful candidate will be integrated in the Development team of the company that will closely cooperate with a major client’s IT team on site.
Tasks:
* Overall planning, coordination and monitoring of the project management module and related IT deliveries, including definition and maintenance of project plans, milestones, dependencies and assumptions, in line with priorities and the applicable project management methodology (for example PM² / PM²-Agile);
* Coordination and review of acceptance testing (for example user acceptance testing, regression testing), including planning of test cycles, organisation of test resources and validation of results prior to production deployment;
* Reporting of status of IT modules and related initiatives to stakeholders, including preparation of regular progress reports, RAG status, dashboards and presentations for steering committees, management and other governance bodies;
* Representation of the project towards other services involved in the Erasmus+ and ESC ecosystems, ensuring alignment of horizontal and cross-cutting initiatives (for example shared services, common components, DevSecOps practices);
* Steering and validation of the definition of business needs, ensuring that they are aligned with programme objectives (Erasmus+, ESC) and consistent with the existing Information Systems landscape;
* Use of prior experience in business analysis and/or solution architecture to challenge, refine and validate proposed solutions, designs and implementation approaches, ensuring feasibility, scalability, maintainability and alignment with architecture and security guidelines;
* Support in knowledge of the organization’s Erasmus+ programme, ESC programme, their programme guides and other documentation, to ensure correct interpretation of rules in the design and implementation of workflows and processes.
Requirements
* University degree in IT, combined with minimum 15 years of relevant working experience in IT;
* 5 years of experience in the Information Technology domain in roles such as Project Manager, Business Analyst and/or Solution Architect, including elicitation, documentation and validation of business requirements, modelling and oversight of business processes and complex workflows, in particular in domains such as grant management, programme management or comparable rule-based processing environments, coordination and review of user acceptance testing and management of change requests, coordination of work across several technical teams and stakeholders;
* Experience with project and portfolio management practices, including roadmap management, release planning, risk and issue management, change control and resource planning;
* Experience in managing IT projects end-to-end, including planning, execution, monitoring and closure, in a complex, multi-stakeholder environment. architecture, security, operations) in a matrix setting, ensuring coherent delivery and effective management of dependencies;
* Experience with Information Systems involving complex workflows and rule-based processing, including cross-system integrations and data exchanges;
* Very good knowledge in preparing, analysing and reviewing business requirements and business analysis, including the capability to translate complex programme rules (for example Erasmus+ and ESC programme guides) into precise functional and non-functional requirements;
* Good knowledge of large organisation administrative business processes, in particular within EU;
* Knowledge of the organization’s Erasmus+ programme and its programme guide;
* Knowledge of Atlassian Jira (for backlog, issue and change request management), Atlassian Confluence (for documentation, knowledge base and collaboration) and MS Teams (for meetings, communication and collaboration);
* Prior hands-on experience as a Business Analyst and/or Solution Architect (or similar roles) to understand complex workflows, data flows and integration patterns and to guide teams towards feasible, robust solutions;
* Understanding of DevSecOps and continuous delivery concepts (for example integration of build, test, security and deployment pipelines) sufficient to plan, coordinate and monitor related activities and to interpret relevant metrics;
* Familiarity with project management and delivery frameworks, including the organization’s PM² and PM²-Agile methodologies, PRINCE2 and PMI-based approaches and Agile methods such as Scrum or Kanban;
* Experience with systems related to complex workflows in the EU programme context will be considered an asset;
* Experience in coordinating horizontal or cross-cutting IT initiatives across multiple products or modules (for example introduction of common services, APIs, shared components, DevSecOps practices or common data models), ensuring alignment with enterprise architecture, security and data protection requirements, will be considered an asset;
* The following certifications will be considered an asset PRINCE2 Practitioner, PMI Project Management Professional (PMP), PM² and/or PM²-Agile methodologies/ professional Scrum Master, Certified ScrumMaster, SAFe Agilist/IT service management certification for example ITIL Foundation;
* Excellent command of the English language, French will be considered an asset.
