We are seeking a Senior Developer to support critical missions within NATO. You will be part of a multidisciplinary international team, contributing to the development and maintenance of secure, high-availability applications in support of NATO operations.
Position Overview:
Under the guidance of the Principal Engineer but working largely autonomously, the incumbent will be responsible for the following tasks:
* Provide technical support to acquisition projects, ensuring delivery of integrated and interoperable technical solutions. This includes drafting technical specifications, supporting evaluation processes, providing technical leadership throughout implementation, and supervising acceptance testing.
* Contribute to scientific programs and projects as assigned.
* Offer technical and professional expertise in the design, development, and execution of scientific programs and projects in the areas of Mobile Infrastructure, SATCOM, and Wireless Communications — with a focus on technologies relevant to military scenarios. These contributions will include, but are not limited to: technical studies, development of STANAGs, prototyping, testbed applications, trials, demonstrations, military exercises, and operational support.
* Deliver scientific briefings and presentations; write and/or review scientific reports and articles intended for publication.
* Maintain documentation and solution architectures related to NATO capabilities.
* Support the planning, organization, and facilitation of formal and informal visits, meetings, and conferences with representatives from military, civilian, and industrial organizations.
* Act as a Subject Matter Expert in the area of:
* Mobile Infrastructure Specialization (Deployable, Dispersible, Mobile CIS):
* Plan, design, system engineer, and integrate all CIS aspects of C4ISR Deployable Communication and Information Systems (DCIS), as well as dispersible and highly mobile solutions, using technologies and methodologies including:
* Infrastructure services and associated virtualization technologies (e.g., software-defined compute, storage, and networking)
* Infrastructure architecture and design
* Act as deputy for higher-grade staff when required.
* Perform other duties as assigned.
Required Skills, Knowledge & Experience:
* A Bachelor’s degree from a nationally recognized/accredited university in a relevant discipline such as Electrical/Electronics Engineering or Telecommunications Engineering, and a minimum of 3 years of post-related professional experience.
* In exceptional cases, the lack of a university degree may be offset by demonstrated abilities and/or extensive experience of particular interest to the NCI Agency — typically, at least 10 years of progressive and relevant professional experience.
* Proven knowledge and engineering experience in advanced technologies across a broad range of domains, ideally including several of the following:
* Deployable CIS, Infrastructure as a Service (IaaS), and related international/commercial/industry standards
* Current infrastructure technology trends, especially in relation to COTS products
* Experience with Systems Engineering and Model-Based Systems Engineering (MBSE) methodologies
* Hands-on experience with laboratory and field trial planning, execution, and evaluation
* Ability to write, analyze, and comment on technical documentation
* Strong communication skills, both oral and written, with the ability to brief and interact diplomatically and effectively
* Ability to interpret operational requirements and translate them into technical and/or implementation specifications
* Knowledge of project management methodologies
* Excellent analytical and problem-solving skills
Specific Working Conditions:
Normal office environment, however, there may be need for
working in poor weather conditions or occasional travel to austere
locations to support project implementation, service delivery, or
scientific programmes of work;
Possible TDY to other NATO sies within Belgium up to 1 - 2 per
month
Required Security Clearance: NATO Secret
