About the Role
We're seeking a Project Manager IT Transformation (Freelance) to lead a high-impact transformation for our client in Brussels. This is a 10-month, full-time freelance assignment, where you'll architect the future of IT operations, governance, and budget structuring within a major public sector digitalisation programme. Your expertise will drive clarity, efficiency, and innovation at the heart of a complex, mission-critical environment.

Key Responsibilities
* Co-structure and monitor the IT Transformation project plan and roadmap in partnership with internal project leadership and PMO.
* Ensure alignment between objectives, milestones, dependencies, and governance frameworks.
* Analyse the current IT organisation, identifying strengths, bottlenecks, overlaps, and maturity gaps.
* Formulate actionable recommendations for a pragmatic, context-adapted IT Target Operating Model (TOM).
* Design and propose IT governance structures, including roles, responsibilities, and information flows.
* Develop clear IT budget structures, distinguishing run, change, and project activities.
* Clarify team boundaries and accountabilities across domains.
* Prepare decision-ready materials: notes, visual schemes, scenarios, and impact analyses for executive and governance bodies.
* Translate complex IT topics into clear, actionable options for non-technical stakeholders.
* Support transversal coordination of workstreams and working groups, ensuring seamless execution of decisions.
* Identify and document quick wins in IT organisation, role clarity, and tool rationalisation.
* Collaborate closely with internal ICT experts to co-create pragmatic proposals and ensure sustainable adoption.
* Drive knowledge transfer and foster a culture of continuous improvement.
Technical Skills & Experience
* 25+ years of experience in IT, with a strong track record in complex public sector environments (Belgian federal and regional preferred).
* Proven leadership in large-scale IT transformation programmes, with a strategic and hands-on approach.
* Deep expertise in designing and implementing IT Operating Models (TOM) and governance structures.
* Demonstrated experience in IT budget structuring (run/change/projects) and responsibility delineation.
* Extensive stakeholder management experience across CIOs, domain managers, architects, IT teams, and executive management.
* Strong background in IT audits, process improvement, and maturity assessments using ITIL and related frameworks.
* Experience defining maturity trackers and tailored improvement roadmaps.
* Certifications and applied knowledge in ITIL, PMBOK / Prince2, Agile, Lean, and Change Management.
* Excellent advisory and communication skills, with the ability to translate complex IT topics into clear decision options.
* Analytical, diplomatic, and results-oriented mindset.
* Comfortable collaborating with an IT Transformation Expert / Coach in a complementary setup.
