About the Role
We are seeking an Expert Program Manager (Freelance) to lead and deliver high-impact, complex infrastructure and development programs for our client in Brussels. This is a freelance assignment for 18 months, where you will drive strategic transformation within the public sector, ensuring that critical digital initiatives are executed with precision, compliance, and vision. Your leadership will directly shape the digital landscape and operational excellence of a key government entity.

What You'll Be Doing
* Developing comprehensive program plans and ensuring the realization of defined program goals and deliverables
* Translating and operationalizing legislation and policy into actionable project outcomes
* Overseeing the implementation of privacy and security guidelines across all projects
* Monitoring and managing large-scale project portfolios, ensuring timely and high-quality delivery
* Actively managing internal and external stakeholders as both facilitator and strategic partner
* Reporting to the Steering Committee (executive management) on program planning, progress, and risk management
* Ensuring robust financial reporting, budget control, and compliance with EU funding requirements (DNSH principles)
* Driving process optimization, improvement, and alignment across multidisciplinary teams
* Leading presentations and strategic discussions at executive level
* Utilizing project management methodologies and tools (e.g., Prince2, PMBOK, Agile, Scrum, MSP, Jira, Confluence)
* Mentoring and transferring expert knowledge to project teams and stakeholders
* Ensuring all program activities adhere to ITIL best practices and public sector standards
What We're Looking For
* Minimum 15 years of proven experience in infrastructure or development projects, with at least 10 years leading large, complex programs
* At least 8 years of experience as a Program Manager in infrastructure or development projects
* Demonstrated expertise in the public sector, ideally within the Flemish government
* Proven track record in stakeholder management at all levels, including executive leadership
* Extensive experience in financial reporting, budget control, and managing programs with budgets exceeding €1 million
* Strong background in business analysis, process management, optimization, and improvement
* Expertise in project management methodologies (Prince2, PMBOK) and program management frameworks (Agile, Scrum, MSP), preferably with certifications
* Hands-on experience with ITIL, Jira, Confluence, and VO platforms (e.g., Magda)
* Ability to mentor, transfer knowledge, and drive best practices across teams
* Experience presenting at executive/board level
* Master's or Bachelor's degree in a technical or engineering discipline, or equivalent by experience
* Demonstrated technical experience relevant to the program and project domains
* Proven ability to oversee multiple projects and optimize interdependencies
* Strong communication and client-oriented mindset, ideally supported by training or proven preparation
* Commitment to upholding EU "do no significant harm" (DNSH) environmental principles
* Ability to work independently with virtual access to client environments (own laptop required)
Language Proficiency
* Fluency in Dutch at European CEFR level C2 is mandatory
Other Requirements
* Freelance position: 18-month contract, full-time (5 days per week)
* Location: Brussels, with remote work options available
* Documented NDA signature required
* Interviews will be scheduled within two weeks of the application deadline
* Agile/Scrum certification is a plus
