For an industrial customer, we are searching for a freelance Project Manager for critical infrastructure projects to lead tunnel, dynamic signalling, and traffic management system projects. You will be involved in complex, high-security projects, working closely with public authorities, integrators, technical teams, and operators. The correct profile should have a technical exposure to SCADA/PLC automation and be experienced on Contract Management topics. Responsibilities Ensure the overall management of projects (cost, quality, deadlines, risks) from the initial study phase through commissioning and final acceptance. Lead projects involving tunnels, dynamic signalling, SCADA, automation, traffic lights, barriers, variable message signs (VMS), and remote management systems. Serve as the primary point of contact for the client (government agencies, operators, authorities) and partners (integrators, subcontractors). Contractual and Financial Management Manage contracts (public and private), budget monitoring, invoicing, amendments, and change requests. Ensure compliance with contractual, normative, and regulatory requirements (CSC, tunnel standards, functional safety, SIL, etc.). Anticipate and mitigate technical, financial, and scheduling risks. Coordinate internal (engineering, automation, IT, commissioning) and external teams. Validate technical architectures, system interfaces, and solution choices. Supervise key phases: FAT, SAT, commissioning, functional testing, and acceptance. Guarantee compliance with tunnel safety, system availability, and cybersecurity requirements. Ensure the application of standards and best practices (system engineering, functional safety, 24/7 operation). Contribute to the continuous improvement of project processes. Communication & Reporting Provide regular reporting to the client and management. Lead project meetings, steering committees, and technical reviews. Write and validate project documentation (plans, reports, technical files). Profile Engineering degree (electrotechnical engineering, automation, civil engineering, industrial computing, or equivalent). Minimum 10 years of experience in managing complex technical projects. Experience in tunnels, road/rail signalling, traffic systems, or critical infrastructure is a considerable advantage Strong understanding of projects within a public procurement environment. Solid understanding of dynamic signalling systems, PLCs (Siemens/WinCC), SCADA, networks, and control systems. Knowledge of the operational, maintenance, and availability constraints of critical systems. Ability to communicate with technical experts while maintaining a comprehensive project perspective.
