Job Title: HR Consultant (Public Procurement)Contract Duration: 01/04/2026 - 31/12/2026Languages Required: English & FrenchWork Regime: Part-time (2 days/week)Work Location: Schaerbeek (Hybrid, 1 day per week onsite)

Job Description - Roles and ResponsibilitiesProject PerimeterHard HR : Payroll and administrative management of personnel, ONSSAPL/social secretariat interfaces, compensation and benefits management.Soft HR : Recruitment and onboarding, career management and mobility, training and skills development, assessment and interviews, GPEC.Time Management : Record of benefits, management of absences/leaves, scheduling.Organization : Organizational structure, management of positions and functions, organizational charts.Reporting and Management : HR dashboards, regulatory exports (SEPP, CLIO).The project is currently finalizing functional and technical specifications and preparing the specifications for a public contract.Consultant Profile We are seeking an expert consultant in HRIS project implementation within the public sector, with concrete experience in launching public procurement for HRIS solutions. The objective is to benefit from pragmatic support based on similar successful experiences, rather than purely legal expertise in public procurement.

Mission ObjectivesStructure and finalize specifications (special and functional) based on experience with similar projects.Translate functional requirements into operational and realistic procurement documents.Share best practices and lessons learned from previous HRIS projects.Define relevant and non-discriminatory evaluation criteria based on market knowledge.Support the analysis of offers with expert insight into proposed solutions.Provide methodological support throughout the process.Mission PhasesPhase 1: Drafting of Specifications (estimated 35–40 days)Structure and draft special specifications in accordance with public procurement legislation (European, federal, regional).Draft functional specifications based on existing deliverables (TO-BE process, functional requirements, MoSCoW matrices).Prepare administrative and technical clauses.Define qualitative selection and award criteria with weighting methodology.Draft related documents (evaluation grids, response templates).Ensure legal validation of compliance of the file.Phase 2: Support and Analysis of Offers (estimated 35–40 days)Develop multi-criteria analysis methodology.Support the evaluation committee in qualitative and financial analysis of tenders.Draft reasoned analysis reports and award decisions.Manage possible appeals and provide legal clarifications.Support negotiations if a negotiated procedure is required.

RequirementsAbility to define and weigh selection and award criteriaAbility to translate business needs into technical specificationsKnowledge of the Belgian public regulatory context (statutes, ONSSAPL, social secretariats)Experience in implementing or acquiring HRIS (hard and/or soft HR modules)Experience in drafting CSCs and functional specifications
