1. Context of the project
* Since 2017, the Fine Platform has been responsible for coordinating the Justice Department's organizational and digital processes. The program implements digitalization projects that contribute to better enforcement of (financial) sentences and reduce the administrative workload within the Justice Department, the police, and other partners in the (financial) criminal justice system.
* Boeteplatform's mission includes actively initiating new projects, monitoring and managing ongoing projects, and the general coordination of projects as a whole.
* The main objectives of Boeteplatform are:
* Speeding up the processing of fines;
* Reducing the workload of those involved in the criminal justice chain through a chain approach;
* Digitizing information processing;
* Improving the financial enforcement of penalties;
* Improving services to the public.
* Within the context of the digitalization of the Ministry of Justice, there is also the major challenge of improving and, above all, clarifying communication with citizens. After all, the Ministry of Justice is a service provider to citizens and society; accessibility of these services is therefore necessary to increase citizens' trust in the Ministry of Justice and to ensure greater legitimacy for the Ministry and its social role.
2. Object of the project
* The Federal Public Service Justice launched the Fines Platform project in 2017. It arose from a European directive aimed at reducing the number of deaths, injuries, and property damage by consistently imposing penalties for traffic violations within the European Union. The Fines Platform has fully optimized the process for the immediate collection and amicable settlement of traffic fines and fines, thanks in part to standardization and digitalization. Since 2021, numerous initiatives have also been launched by both federal and regional authorities in the field of traffic. These initiatives have led to a continuous expansion of the number of traffic fines and the new types of traffic fines managed by the Fines Platform.
* In addition, work will also be done on supervising the execution of the sentence, with a particular focus on the financial execution of the sentence, the core task.
* The Fine Platform is mainly organised around the following three domains:
* The 'road safety' domain, with a focus on managing improvement projects and initiatives in the field of road safety;
* The 'correctional' domain, with a focus on standardizing and digitizing smaller correctional fines, such as the immediate amicable settlement for drugs;
* The domain of "citizen services," with a focus on managing the JustOnWeb website, the digital traffic fines available on the Justice Department website, and the call center for fines.
* In particular, you will be working on the following projects.
* Justfines is a personalized ICT service being built for the PVV (Public Prosecutor's Office for Road Safety), tailored to the needs of primarily automated fine processing. It is integrated into the fines platform responsible for processing, issuing, and collecting fines. It is the development of a new case management system for the automated processing of traffic fines in Belgium – from immediate collection to enforcement via the Federal Public Service Finance.
Incoming Foreign Certificates : This project expands the components/modules and functionalities for handling incoming foreign certificates. These certificates are for Belgians who have committed a traffic violation or a criminal offense abroad and who could not be reached by the foreign authorities before handling the offense. It is therefore the handling of foreign traffic fines for Belgians who committed an offense abroad, in accordance with the European directive on the mutual recognition of financial sanctions.
* And Outgoing Foreign Certificates also handles Belgian traffic fines for foreign offenders, with violations being forwarded to the offender's Member State of residence.
* This project expands the components/modules and functionalities in the PVV's JustFine cluster for processing outgoing foreign certificates. These certificates are for individuals residing in the European Union who have committed a traffic violation or criminal offense in Belgium and who could not be reached by the Belgian authorities for processing the offense.
* These projects strengthen both Belgian road safety and European cooperation, increase the chance of catching offenders, and reduce the administrative burden through automation and smart data exchange. Legal provisions and other requirements of the Public Prosecution Service must be taken into account.
3. Characteristics of the profile
* As an Expert Project Manager, you'll play a crucial role in the management and successful execution of complex projects within the Federal Public Service Justice. You'll work closely with various stakeholders, including internal teams, external partners, and government agencies such as the Police and the Federal Public Service Mobility, to achieve project objectives. You possess excellent stakeholder management, communication, and project coordination skills.
* A key component of this role is optimizing data exchange between the police and the judiciary. Within the framework of the objectives of the Federal Road Safety Fund action plan, you will work on expanding the fine platform, aimed at more efficient processing and prosecution of traffic violations. This project includes the development of a police enforcement application and improved analysis of camera footage to detect violations such as seatbelt use and mobile phone use. The goal is to reduce workload and increase the efficiency of the criminal justice system. You will be responsible for collaborating with the Regional Processing Centers (GVC) and other relevant agencies, and for compliance with new legislation and audit recommendations. You are bilingual (Dutch and French) and have in-depth knowledge of relevant software such as Poloffice, Microsoft Azure, and MaCH. Required qualifications and skills
4. Responsibilities:
1) Stakeholdermanagement
* As Project Manager, you are ultimately responsible for building and maintaining strong relationships with the aforementioned internal and external stakeholders. You are responsible for clear communication regarding project progress and expectations. It is your job to balance sometimes-conflicting interests and secure the necessary support to ensure the project's success.
2) Project management
* You'll be responsible for the entire project management process, from start to finish. This includes developing a detailed project plan including deadlines, deliverables, milestones, and resource planning. You'll closely monitor project progress and make timely adjustments where necessary. You'll also ensure the project meets all established requirements, both technical and organizational. You're ultimately responsible for achieving the project goals.
3) Budget management
* As a Project Manager, you're responsible for developing and managing the project budget. You'll create accurate cost estimates and monitor the project's financial health throughout its entire lifespan. It's your job to predict potential cost overruns and address them promptly.
* Intervene to keep the budget under control without compromising project quality. You also regularly report on the financial status to management.
5. Requirements
* Bachelor's or master's degree in a relevant field.
* At least 10 years of experience in project management.
* Excellent communication and coordination skills.
* Fluent in Dutch and French.
* Experience with a government service
* Knowledge of data exchange between police and judiciary.
