In particular, GIZ International Services in Brussels is one of the Implementing Partners (IP) of the European Commission for the implementation of the EU
Election Observation Missions
(EOMs) implemented in Latin America, Africa, the Middle East and Asia.
EOMs last from 3 to 5 months in the country of deployment. The team arrives before the deployment of the election observers to install the mission headquarters and prepare all services for the safe deployment of the observers across the country. The team leaves the country after the departure of the observers once the activities are closed down and all payments made.
The permanent GIZ EOM team is based in Brussels
and works on the missions' preparation, contracts, financial monitoring, procurement in Europe, payments, supports and supervises the management of the deployed missions. The team is also responsible for the projects' acquisitions (6 to 10 tenders a year).
GIZ International Services in Brussels is looking for an enthusiastic and dynamic professional to join the Brussels team as
EOM Administration and Finance Officer
, ready to go on mission at least once a year (3 to 5 months abroad full time).
Tasks And Responsibilities Include, But Are Not Limited To
* when in Brussels:
* Preparation of contracts
* Preparation of payments & EOM Brussels accounting
* Preparation of procurement procedures
* Preparation & verification of mission's archives
* Preparation of audits
* Support to missions' implementation from Brussels when not deployed
* Support to office and/or other projects' administration depending on workload and when not deployed
* when in country of deployment (in challenging environments, in Africa, Asia/Pacific or Latin America):
* Be responsible for the bookkeeping of all the project related costs in the country of deployment based on the GIZ bookkeeping system and rules as well as principles of sound financial management.
* Maintain an up-to-date budget monitoring
* Be responsible for a monthly reporting of all expenses
* Assist in interviews of local staff, prepare the terms of reference and contracts.
* Prepare all payments and ensure that all payments are done in a timely and correct manner.
* Preparation of the payroll and all per diem payments
* Support to all local procurement procedures
* Ensure verification and filing of all financial and contractual documents
* Ensure that the project account is in accordance with the bookkeeping and the invoices.
* Prepare petty cash for each observer team, participate in the observer briefings regarding administrative procedures
* Verify and keep files up to date with all the original expenses justifications
* Coordinate the petty cash reconciliation
* Co-manage the mission's bank accounts (depending on country of deployment)
* Serve as gatekeeper of GIZ and EU FPI financial and procurement regulations
During deployment abroad the working time is extended to 7 days a week and compensated according to Belgian labour low and be entitled to EU per diem.
Required Experience & Qualifications
Qualifications and skills
:
* University degree in accounting, finance, or a related field.
* Language knowledge: fluent in English & French (level C1 or C2 according to Common European Framework of Reference (CEFR)). Fluency in Spanish and/or Portuguese would be a strong asset.
General Professional Experience
* At least 3 years of work experience in contract and finance administration, in an international environment
Specific Professional Experience & Skills
* Experience in accounting
* High-level competence in Excel and other specific computer financial management packages. SAP S4HANA Accounting experience is an asset.
* Strong organizational skills.
* Stress resistant, capable of working accurately under tight time constraint pressure.
* Excellent social and communication skills, team spirit.
* Flexibility, proactive and service-oriented attitude.
* Working knowledge of European Commission procedures is a strong asset.
* Availability and desire to work abroad full time during several months. Previous working experience in one or several countries where an EU EOM could be implemented, under difficult logistical and security conditions and environment, would be an asset.
