Summary
Officer – C2 Capabilities Development (NATO International Staff, Belgium – Brussels). Full-time position. The role evaluates military requirements, technical solutions, and resource implications for NATO Command and Control (C2) capabilities. The incumbent may also act as a deputy for branch colleagues.
Responsibilities
* Expertise Support: Provide independent expert advice to NATO committees, national delegations, agencies, and military authorities on NATO capabilities and resource implications. Assess requests to implement programmes and projects, including scope analysis, schedule, cost, performance, risk estimates, programme/project management aspects, and policy compliance. Assess budgets required for operating and maintaining related capabilities. Follow NATO common funded capabilities through their entire lifecycle.
* Policy Development: Contribute to policy development on NATO military common‑funded resources and apply existing policies to the implementation, operation, and maintenance of NATO capabilities.
* Stakeholder Management: Develop coordination between NATO bodies and national authorities throughout the programme lifecycle from initial programming to disposal.
* Representation of the Organization: Present NOR reports and screening documents before Resource Committees. Act as Chairperson of technical meetings and conduct and lead meetings on NATO common‑funded projects with stakeholders from member nations, military authorities, and agencies at various managerial levels.
* Perform any other related duty as assigned.
Reporting & Interactions
* Reporting line: The incumbent reports to the Team Lead, C2 & ISR Unit within the MDC Branch.
* Interactions: Liaises with relevant NATO Agencies, NATO Military Authorities, national authorities, and other International Staff members. No direct or indirect reports.
Qualifications and Experience
* Master’s degree or equivalent in computer science, electronic engineering, or a closely related field.
* At least 5 years’ experience in the development, procurement, or maintenance of complex systems, or related fields.
* Knowledge of project/programme management principles and methodologies.
* Ability to communicate complex technical and financial advice, both verbally and in writing, to technical and non‑technical audiences.
* Minimum language proficiency in English and French: Level V (“Advanced”) in one language and Level II (“Elementary”) in the other.
* Advantages: Experience with interoperable C2 capabilities, knowledge of National/Multinational funding or NATO’s common‑funding processes, and knowledge of ISR.

Contract
Definite‑duration contract of three years, renewable for a further period of up to three years. The incumbent may apply for conversion to an indefinite‑duration contract at the end of the renewing period. For seconded staff, the same terms apply. The maximum period of service in this post is six years. Appointment requires security clearance, medical file approval, study verification, and successful accreditation and notification processes.
