Description :
Client has won a tender and will become the service provider for the management of the daily payment system of the federal government.
Being in charge of these processes and systems, we will be the new service provider as of 2026. The Federal Government is an ever-evolving structure: 150 entities, ranging from Federal Public Services (e.g. FPS Justice) to autonomous entities with different legal forms (e.g. Royal Observatory of Belgium, Infrabel, etc.). Each entity has its own way of working and its own (slightly different) needs and set-up
The federal government expects that we will take over and integrate the so-called accounts ‘679-‘, the related cards products and acquiring processes, in order to ensure continuity in payments, including cheques and cash processing.
Specific workstreams have been identified, including customer and products (mostly Daily Banking & Payments related, but not exclusively), as well as legal, compliance, risk, finance.
Given the number of Workstreams, to ensure coordination including migration, following objectives need to be realized :
* Ensure a holistic and consistent view for this integration project
* Define an E2E integration & migration plan based on the workstreams plans
* Avoid overlap or gaps between streams
* Raise/Collect and mitigate transversal risks & issues
* Ensure End-to-end test coordination
* Support transversal business & IT decisions
* Identify dependencies with other initiatives (Internal & external)
Tasks:
* Define, and also execute the overall test strategy for this program (called Pachelbel), i.e. the integration, which is valid for all the workstreams, based on quality criteria and risk management of the general test strategy
* You are responsible for the E2E scope and test coverage of the features, both functional and non-functional tests (including regression, usability, performance, security)
* Assist in determining the methodology, tools, processes for conducting the tests
* Support the workstreams/squads within the Pachelbel program when implementing the test strategy; ensure optimal build, maintenance and execution of the E2E test set
* Ensure regular follow-up of defects on regular basis to identify structural and recurring defects and to find structural solutions for this
* Regular reporting on test progress (status, coverage, defects, …)
* Analyze the risks, any delays in delivery or execution of the E2E tests and their impact (unavailability of systems, missing test data, applications, versions, …) in close cooperation with the release engineer, to take the necessary actions
* Act as unique point of contact for all questions about testing strategy, and its implementation and follow- up, including towards the entities of the federal government
* Coordinate with different Tribe Test engineers for Planning/Delivery and reporting on Test progress
* Organize meetings for Planning/Delivery
Profile:
· Language: English + Dutch + French fluent
· Master
· senior profile, with at least 7 years of relevant experience - not only as tester, but including E2E test management of a program 5M€+ in size
* Knowledge of test techniques, test types, different test levels
* The principles of functional and non-functional testing as well as structured and risk-based testing
* Knowledge of software development methods and life cycle management
· Knowledge of test automation tools such as QC, Cucumber, SOAP, Service Virtualization
