About EVBBEVBB is a Brussels-based European NGO representing over 850 vocational education and training (VET) providers across 85 countries. We operate at the intersection of VET practice and European policy, managing a portfolio of 38+ EU-funded projects (Erasmus+, COVE, CERV, Blueprint, Horizon) and engaging with the European Commission, European Parliament, ETF, Cedefop, and key institutional stakeholders. Our mission is to strengthen the quality, relevance, and visibility of vocational training across Europe and beyond and to ensure that the voices of VET providers shape the policies that govern them. Your RoleAs Policy & Advocacy manager, you will be EVBB's strategic voice in Brussels. This is not a monitoring role it is an influence role. You will represent EVBB at the highest levels of European decision-making, build the institutional relationships that make EVBB credible and indispensable, and translate the ground-level experience of 850+ member organisations into compelling, evidence-based policy positions. You will work closely with the Secretary General and Head of office to align policy engagement with EVBB's project portfolio and strategic priorities. Key ResponsibilitiesInstitutional Representation• Represent EVBB at European Commission expert groups, advisory panels, and public consultations• Attend and contribute to European Parliament committee hearings CULT, EMPL, and ITRE in particular• Maintain an active, visible presence within ETF and Cedefop governance and advisory structures• Represent EVBB in VET4EU2 and other European VET coalitions and platforms• Attend international forums (OECD, UNESCO, ILO) where VET policy is shaped globally Ministerial & Institutional Outreach• Identify and approach ministries of education, labour, and VET for MOU partnerships• Lead negotiation and formalisation of Memoranda of Understanding with national authorities and agencies• Develop and maintain relationships with Ministries, agencies and other public bodies• Brief the Secretary General on political developments and institutional opportunities Policy Development & Advocacy• Monitor the EU legislative and policy calendar : Education & Training 2030, Osnabrück Declaration, EQF, VET Recommendation• Draft EVBB position papers, policy briefs, and formal responses to EU consultations• Coordinate policy inputs from EVBB's five Thematic Working Groups• Liaise with the PM Department to ensure project outcomes feed into EVBB's policy positions Events & Conference Programming• Source and secure keynote speakers for the EVBB Annual Conference : MEPs, Commissioners' cabinet members, senior ETF/Cedefop officials• Lead content development for policy sessions: themes, panelists, moderation• Represent EVBB at external meeting and ensure EVBB's visibility in the European VET calendar Working Group Coordination• Provide secretariat support to EVBB's 5 Thematic Working Groups, agendas, minutes, publications, follow-up• Coordinate board member and member engagement within each Working Group• Ensure Working Group outputs contribute to EVBB's policy advocacy and proposal pipeline Your ProfileEssential• Minimum 4 years of experience in EU-level VET, education, or training policy• Proven, established network within European institutions: European Commission, European Parliament, ETF, Cedefop, or national agencies• Demonstrated track record of influencing policy through advocacy, position papers, coalition work, or institutional representation• Outstanding written and spoken English: able to draft publication-quality policy documents independently• Experience working with or within membership associations, NGOs, or European umbrella bodies• Based in Brussels or willing to relocate; regular presence in Brussels is essential Assets• Knowledge of the European VET landscape, ETF, COVE, National Agencies, Cedefop, etc. • Existing relationships with MEPs or Commission officials working on education and training What We Offer• A unique position at the heart of European VET policy with real influence not just presence• A platform of 850+ member organisations across 85 countries as your network and evidence base• A portfolio of 38+ active EU-funded projects as policy material and partnership opportunities• Direct access to and collaboration with the Secretary General and senior EVBB leadership• A dynamic, international, and mission-driven team based in Brussels• Competitive salary based on profile performance agreement • Flexible start date from April 2026 How to ApplyPlease submit the following to recrutement@evbb.eu the subject line " Policy & Advocacy Manager Application": • Your CV (maximum 3 pages)• One example of a policy document, position paper, or advocacy output you have authored or co-authored Applications will be reviewed on a rolling basis.
