IT Unit is looking for a business analyst, to draft, review and analyse business
requirements, to perform functional analysis, and ensure that the needs and political objectives of the business unit are met while meeting the constraints of IT development. Support to the project manager is also expected, in terms of product expertise.
DESCRIPTION OF THE TASKS
Following tasks will be performed by external service provider:
• Analysis of business requirements, perform functional analysis, propose and document features
• Draft related documentation: business use cases, user stories
• Ensure alignment between the business needs and the proposed features, through documentation,
presentations and workshops with the relevant stakeholders
• Risk and issue analysis, propose mitigation paths
• Interaction with other business analysts, architects, business owners, project manager, external
development company
LEVEL OF EDUCATION
As stated in the Article 2.6.3.1. of DIGIT-TM II Service requirements, a minimum educational
qualification for lot 2 is: Level of education corresponding to Level 6 of the European Qualification
Framework which typically corresponds to a bachelor's level or 3 years of higher education.
KNOWLEDGE AND SKILLS
Following skills and knowledge are required for the performance of the above listed tasks:

• Ability to participate in multi-lingual meetings, excellent communicator (oral and written
presentations and reports). Ability to communicate with business representatives as well as IT
development teams.
SPECIFIC EXPERTISE
Following specific expertise is mandatory for the performance of tasks:
• At least 5 years of experience with Agile methodologies.
• At least 5 years of relevant experience with Project Coordination.
• At least 5 years of relevant experience working in business analysis and interacting with technical and business audiences.
• At least 5 years of experience using BPMN standards, including UML, use case modelling, business process modelling, data modelling, and functional specifications.
• At least 3 years of experience in the use of Atlassian collaborative tools (e.g., Confluence and Jira) and Microsoft Office Tools (e.g. PowerPoint).
• Working experience in EU skills and qualifications domains/projects/initiatives within the Labour Market and/or the Education and Training sector will be considered as an asset.
CERTIFICATIONS & STANDARDS:
• Project Methodologies certifications, knowledge of PM2 is a plus;
• Excellent knowledge of Agile Practices;
• Excellent knowledge of BPMN and UML;
