• WHO MAY APPLY?
EU Nationals and NATO Nationals, excluding the US, who do not need a work permit or who possess an unlimited single permit to work in Belgium.

HOW TO APPLY?

Hauptaufgaben

As a Host Nation Patient Liaison, you will coordinate support and provide assistance to U.S. patients hospitalized in Host Nation medical treatment facilities (HN MTF) in a large geographic area.
You will perform the following duties:

- Ensure complete and timely liaison between the U.S. medical personnel, host nation medical personnel, and other U.S. government service and assistance activities.
- Visit patients in medical facilities to assess and interpret their concerns and determine specific needs for assistance and help.
- Determine actions required to improve the patient's physical and emotional well-being (such as providing information or translating/interpreting activities, helping the patient's family, identifying and obtaining support and assistance from available organizations and institutions, involving medical or social service professionals,…).
- Schedule follow up visits to assess patient's well-being, evaluate actions taken, and provides any further support and assistance.
- Plan or assist with the discharge of patients from host nation medical facilities, assessing need for logistical, medical and administrative support or for the patient's transfer to other hospitals or Military Treatment Facilities (MTFs).
- Meet with HN doctor to assist on the patient's behalf for interpretative, explanatory or clarification between the physician and the patient.
- Coordinate logistical support between the HN medical facilities and the MTF.
- Maintain various administrative records and update them daily.
- Administer surveys to assess patient's degree of satisfaction.

• ORGANIZATION AND PLACE OF DUTY

US Army in Belgium is an American government agency whose mission is to provide logistical and administrative support to the US personnel at NATO and SHAPE in Belgium.
The SHAPE Healthcare Facility is an outpatient clinic that provides non-emergency medical services to the SHAPE Community.

• DESCRIPTION OF THE OFFER

- Permanent, full-time (38 hours/week).
- Irregular work schedule (weekends and holidays included).
- Incumbent will be required to perform on-call duties after working hours, and during holidays and weekends
- Salary:
From 3,668.06 EUR gross/month at grade BA 06
From 4,019.83 EUR gross/month at grade BA 07
From 4,405.08 EUR gross/month at grade BA 08

This is a developmental position/entry trainee level position leading to the full performance level(BA-08).
At management's request, the incumbent may be non-competitively promoted to the next grade level, provided that he/she has completed the required training and meets all regulatory and qualification requirements.

• REFERRAL AND SELECTION PROCEDURE

The Civilian HR Service Center (CHRSC) will review each application and will refer candidates to the management official who will make the final selection. All qualified applicants will receive consideration for position without regard to political, religious, or labor organization affiliation or non-affiliation, marital status, race, color, sex, national origin, non-disqualifying physical disability, or age.

The SELECTEE will:
• Provide an extract of criminal record: "Modele 2". This document may be requested to the local resident registration office.
• Be subject to a Foreign National Screening.
• Pass an English test
• Pass a medical evaluation.

The selectee must be able to obtain and maintain a government's driver's license. The incumbent will be required to perform travel to HN medical treatment facilities to visit patients

2. SUBSTITUTION OF EDUCATION FOR EXPERIENCE
A Bachelor degree successfully completed in a related field (in the medical field) is qualifying at the BA-06 level.

At grade BA 07:

1. EXPERIENCE
Applicants must demonstrate at least one year of experience in the same or a similar line of work as the job for which considered.
The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required for the position, as described in the KSAs section below. The predominant experience must have been gained at a comparable level of difficulty one level below the position to be filled (BA 06).

2. SUBSTITUTION OF EDUCATION FOR EXPERIENCE
A Bachelor degree successfully completed in a related field (in the medical field) is qualifying at the BA-07 level.

At grade BA 08:

1. EXPERIENCE
Applicants must demonstrate at least one year of experience in the same or a similar line of work as the job for which considered.
The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required for the position, as described in the KSAs section
below. The predominant experience must have been gained at a comparable level of difficulty one level below the position to be filled (BA07).

2. SUBSTITUTION OF EDUCATION FOR EXPERIENCE
A Master degree successfully completed in a related field (in the medical field) is qualifying at the BA-08 level.

KNOWLEDGE, SKILLS AND ABILITIES (KSA's)

At grade BA 06
- Skills in preparing reports and maintain/update various medical records.
- Ability to read and speak French/English in order to interpret conversations between patients and medical staff or to translate documents.
- Ability to schedule appointments on the patient's behalf.

At grade BA 07
In addition to these KSA's (BA-06), qualifying for the BA-07 level:
- Understanding of medical terminology to informally translate medical documents for patients.
- Knowledge of the functions of a medical treatment facility, inpatient and outpatient services, and other medical services in Belgium.
- Understanding of the clinical nursing care of patients

At grade BA 08
In addition to these KSA's (BA-07), qualifying for the BA-08 level:
- Strong knowledge of medical terminology to informally translate medical documents/information for patients.
- Knowledge of the Belgian mores, laws, customer or governmental processes to interact with and support the patient and family in a stressful situation and foreign environment.
-Highly developed ability to interpret patients concerns and determine the assistance needed accordingly.
- Excellent understanding of the clinical nursing care of patients.
