Summary:

The U.S. Mission in Belgium is seeking eligible and qualified applicants for the Local Guard Coordinator in the Regional Security Office (RSO).

Duties

The Local Guard Coordinator (LGC) is a Locally Employed (LE) staff member responsible for first-line oversight of the local guard contract, personnel, and resources. Under the direction of the Regional Security Officer (RSO) and/or the designated Assistant Regional Security Officer (ARSO), the LGC manages contract administration and oversees the local guard (LG) components of the facility defense and reaction plans for all U.S. Government facilities under Chief of Mission authority.


The LGC supports management of the local guard budget, coordinates security planning and drills for facilities and residences in collaboration with host-nation security forces, and assists in developing logistical and financial plans.


May serve as the Government Technical Monitor (GTM) responsible for overseeing the local guard contract.


LOCAL GUARD CONTRACT ADMINISTRATION


Provide comprehensive management advice to the ARSO on contractual, operational, management, and financial aspects of the local guard program. Assist in the formulation of the annual local guard (LG) program budget, provide justification statements, and draft official cables for ARSO approval. Assist with monitoring the LG portion of budget execution and recommend changes to budget plans and/or programs based on spending patterns, changes to local economic conditions (high inflation, exchange rate fluctuation) affecting price of goods and services, funding level changes, etc.


LOCAL GUARD PROGRAM OPERATION MANAGEMENT



1. Oversight of Local Guards - Provide daily oversight of the performance of all contract guards, document deficiencies and recommend corrective courses of action. Review invoices for approval by the designated contracting official.

2. Training support - Verify and support initial and annual refresher training of all contract guards to include: Orientation to Embassy and description of U.S. Embassy/Consulate assets to be protected; role of LG in cases of fire, explosions, bomb search, and building evacuation; chemical and/or biological awareness and countermeasures briefings; maintenance of explosive detection equipment; operation of explosive detection equipment; X-ray inspection equipment; and other USG required training.

3. Supply and Inventory - Maintain inventory of government owned equipment and contractor provided equipment utilized by the LG program. Establish reorder points for expendable supply items and schedules for non-expendable supplies, digital cameras and recorders, cellular telephones, radios, vehicles, required office furniture, and training equipment required to support the LG program. Assist the ARSO in the conduct of hands-on biannual inventories of LG equipment and report the result to the ARSO. Ensure that all security equipment is operational and develop systems and procedures to coordinate required maintenance.

Qualifications and Evaluations

Requirements:

All selected candidates must be able to obtain and hold a Sensitive But Unclassified (SBU) certification.


All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.



Selected candidate must be able to begin working within a reasonable period of time (15 weeks) upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.


Education Requirements:

High School / Secondary School diploma is required.

Qualifications:

Experience:


Five (5) years of experience in budget management, fiscal processes, and contract administration within the commercial security guard industry, civilian or government police, or military.

Job Knowledge:


A strong knowledge in physical security protection, contract administration, standard security practices and procedures, developing and deploying community style policing (mobile patrol) models, creation of defensive security plans, and good working knowledge of standard security equipment and digital cameras is required.


A thorough knowledge of host country operational environment, language, law, security entities, and historic criminal/terrorist threats and operational tendencies is required. Working knowledge of local labor law is required. Working knowledge of budget formulation and tracking is required.

7. Strong analytical skills with the ability to independently assess institutional capabilities and security systems.

8. Proven ability to develop practical solutions and exercise sound judgment in complex or high-pressure situations.

9. Ability to rapidly interpret real-time threat information and direct immediate defensive actions.

10. Strong presentation and public speaking skills for engaging with contractors, security personnel, host-government officials, and mission leadership and other stakeholders as required in support of the LG program.

11. Maintains self-control under pressure, especially during adversarial questioning or discussions involving host-government support or defending proposed budgets or operational procedures.

12. Basic proficiency in the safe use of security protective equipment, such as handcuffs and radios.

13.  Must have a valid current driving license.
