The World Bank Independent
Evaluation Group (IEG) is responsible for evaluating the activities of the
World Bank Group institutions. The Director-General of IEG reports directly to
the World Bank Group's Board of Directors. The goals of evaluation are to
provide an objective assessment of the results of the World Bank Group's work
and to identify and disseminate lessons learned from experience.

IEG's secondary mandate concerns "encouraging and assisting developing member
countries to build effective monitoring and evaluation associations, capacities
and systems". IEG has a long-standing track record and strong reputation in
evaluation Official Use Only capacity development globally. Since 2000, IEG's
evaluation capacity development (ECD) program has supported institutions and
practitioners across the developing world, through dedicated learning products
and studies; the International Program for Development Evaluation Training
(IPDET), established in the early 2000s; the CLEAR centers, launched in the
early 2010s; and other initiatives and partnerships. In 2020, IEG, in
collaboration with its partners, founded the Global Evaluation Initiative (GEI).

GEI pursues ECD through the lens of M&E systems strengthening, with the
objective to improve monitoring and evaluation frameworks, capacity, and use in
supported developing countries for improved evidence-informed policy making.
GEI's approach, therefore, also addresses the broader institutional
architecture, political economy, and network of actors in which M&E
functions operate. Within this broad domain, GEI maintains a strategic focus on
evaluation when engaging with M&E systems, ensuring its support strengthens
evaluation capabilities and/or evaluative thinking and practice.

GEI works at two mutually reinforcing levels: 1) partnering with governments to
strengthen national M&E systems; and 2) advancing evaluation practice
globally and regionally by coproducing knowledge and building a cadre of
evaluators and M&E practitioners across government, civil society, academia
and non-governmental organizations (NGOs).

GEI is seeking to hire an Extended Term Consultant (ETC) to strengthen the GEI
Global Team. The position is based in Brussels, Belgium. The ETC term will be
for 1 year and may be extended if successful (up to 3 years). The ETC will
report to the GEI program manager.

Responsibilities

The successful candidate will perform the following duties:

• Support partnership management activities with GEI implementing partners,
particularly the CLEAR Centers. Provide substantive (M&E capacity
development related) support to CLEAR Centers in the framework of GEI-funded
activities.

• Contribute to the GEI Global Team's work program in the field of M&E
professional development; this includes but is not restricted to the following
activities: (co-) organizing and occasionally (co-)delivering webinars,
trainings, workshops, and other learning events (e.g. in the framework of
gLOCAL Evaluation Week or the National Evaluation Capacities Conference).

• Conduct background research and produce short synthetic (technical) content
on new developments in the field of M&E.

• Support knowledge curation in the framework of GEI's Better Evaluation
platform ).

• Contribute to other tasks implemented by the GEI Global Team as needed.

Selection Criteria

The successful candidate has the following qualifications
and skills:

• Master's degree in a relevant field/discipline (economics, evaluation, public
policy, business administration, finance, international relations or other
discipline relevant to the WBG's mission) plus at least 5 years of relevant
work experience in the field of monitoring and evaluation or applied
policy-oriented research in the field of international development (required).

• Experience in training professionals in the field of policy-oriented
research, particularly training M&E stakeholders on M&E systems,
practices and/or methods (desired).

• Knowledge of national M&E systems (desired).

• Knowledge of evaluation processes and products in the context of Multilateral
Development Banks (desired).

• Knowledge and understanding of Multilateral Development Banks' operational
strategies, processes, and instruments (desired).

• Excellent teamwork and interpersonal skills, capacity to motivate, develop
and supervise teams, and ability to operate collaboratively across
organizational boundaries (required).

• Proven ability to handle multiple tasks independently, and work under
pressure with short deadlines (required).

• Strong verbal and written communication skills in English, including the
ability to speak and write persuasively and present ideas clearly and concisely
(required).

• Proficiency in additional languages such as French, Portuguese or Spanish
(desired).
