Responsibilities
* Define and implement the strategy for the departments Sales Solutions (SSo), Transport Solutions (TSo) and Business Solutions (BSo), in alignment with the vision and objectives of the IT direction and the STIB.
* Translate IT strategy into clear action plans and roadmaps for the application portfolio (internal development and deployment of commercial solutions) and the talent matrix, in line with the IT transformation program.
* Ensure operational and human leadership of the department, consisting of more than 120 internal employees (+75 consultants), and develop training, knowledge transfer and succession plans.
* Lead organizational changes within the department while ensuring continuity of operations.
* Promote cross-functional collaboration within IT Solutions and with other IT departments (Infrastructure & Operations, IT Security, Office of the CIO) and business stakeholders.
* Design, develop and deliver IT solutions while strengthening security posture, disaster recovery planning (DRP) and business continuity (BCP).
* Manage large-scale projects and a rich portfolio of applications (mobile apps, web portals, ERP systems such as SAP, Salesforce, customized/embedded systems).
* Foster a collaborative work dynamic, a culture of mutual respect, teamwork and the mindset of "one team".
* Establish clear, shared governance based on coherent, collaborative decision-making processes that promote cross-functional work to improve efficiency and execution.
* Manage the budget, monitor investments and ensure compliance with public procurement laws.
* Define and track coherent KPIs.
* Set up consultation platforms with internal stakeholders and clients.
* Maintain constructive social relations with trade union organizations.
* Represent the department in MCIS and in program committees; defend strategic and tactical choices with the ExCom.
* Coordinate activities with external partners (suppliers, service providers, etc.).
Qualifications
* Master’s degree or equivalent by experience, with at least 15 years of IT experience (in a broad sense).
* Experience with an IT services-oriented operating model.
* Proven experience in IT project management and budget management.
* Proven leadership with team management and execution of complex projects.
* Natural leadership, ability to unite and inspire.
* Excellent communication skills.
* Business acumen and emotional intelligence.
* Strong knowledge of digital transformation and IT service delivery (build & run, development & deployment).
* Fluent in three languages: Dutch, French, and English.
