About the Role
We are seeking a senior Full Stack Developer (Freelance) for an 8-month project with our client, a leading public sector organization driving environmental innovation. You will play a pivotal role in building a data-driven web application that supports critical policy decisions for water management and environmental compliance. Your work will directly impact the future of sustainable water resources and environmental policy in Flanders.
This is a freelance position, 100% allocation, with an estimated 1200 hours over 8 months. Hybrid work is possible, with at least one day per week onsite in Aalst, Belgium.
Why This Role Matters
Our client is developing a new generation of tools to optimize and automate the creation and monitoring of river basin management plans. The application you'll help build will process large, complex datasets, apply advanced decision logic, and generate legally robust justifications for environmental deviations. Your expertise will ensure the delivery of a reproducible, high-quality solution that substantiates and reports on hundreds of environmental deviations, directly supporting Flanders' environmental and climate adaptation goals.
What You'll Be Doing
Designing, developing, and maintaining a full stack web application using Java Spring Boot, Angular, and PostgreSQL
Integrating with Azure Files/Databricks for advanced data processing and analysis
Implementing robust REST APIs and ensuring seamless data flow between backend and frontend
Applying Test-Driven Development (TDD) principles and ensuring code quality through automated testing (JUnit, integration tests)
Collaborating with functional analysts, end users, and fellow developers in an Agile environment
Leading or coaching other developers as needed, fostering a high-performance, builder-driven culture
Ensuring compliance with established standards and best practices
Utilizing Atlassian tools (Jira, Bamboo, Confluence) for project tracking and documentation
Delivering clear, reproducible, and well-documented solutions that stand up to legal and policy scrutiny
What We're Looking For
Minimum 5 years of demonstrable experience in full stack development
Proven expertise in Java, Spring Boot, and Test-Driven Development
Strong frontend skills: HTML5, JavaScript, Angular, and TypeScript
Experience with RESTful API design and implementation
Solid knowledge of PostgreSQL and JPA/Hibernate
Hands-on experience with code versioning tools (GIT or Subversion)
Experience with Maven for build automation
Familiarity with Docker (nice to have)
Experience working in Agile/Scrum teams, with the ability to take a leading role
Demonstrated ability to coach and lead development teams
Proven track record of delivering high-quality, well-tested, and maintainable code
Experience with Atlassian tools (Jira, Bamboo, Confluence)
Knowledge of processes within the Flemish government (nice to have)
Language requirement: Dutch at European CEFR level C2 (mandatory)
