Job Description: ICT Technical Lead
Role Purpose
As an ICT Technical Lead, you will drive the successful delivery of major and complex ICT tracks within multi‑year, high‑impact projects and programs (ranging from € to >€100M). You will combine deep technical insight with strong project management leadership, acting as the central liaison between program management, technical teams, senior ICT leadership, and external partners.
You will ensure project scope, timelines, budget, technical requirements, and quality standards are consistently met while guiding cross‑functional teams and embedding best practices across the organization.
Key Responsibilities
1. Lead ICT Delivery for Strategic Projects
1. Manage full lifecycle of complex ICT tracks within PMO‑led programs.
2. Translate business cases and proposals into actionable ICT deliverables aligned with long‑term organizational strategy.
3. Deliver projects within agreed scope, timeline, budget, and quality.
4. Coordinate project governance, reporting, financial accuracy, and sponsor communication.
5. Oversee ICT project budget allocation and continuously monitor financial sensitivities.
6. Ensure proactive risk, change, and stakeholder management.
7. Steer external ICT vendors and manage group dynamics within multidisciplinary project teams.
2. Create and Maintain ICT Project Charters
8. Develop detailed project plans, scope documentation, and transition‑to‑run strategies.
9. Plan future run budget requirements and ensure sustainable operations post‑deployment.
3. Improve PMO & ICT Delivery Practices
10. Contribute to continuous improvement of project methodology, governance, and ICT ways of working.
4. Coach & Support ICT Teams
11. Act as an ambassador for project management best practices.
12. Mentor and guide less experienced colleagues to adopt standard tools, processes, and governance frameworks.
Required Knowledge & Competencies
Technical & Functional Expertise
13. Strong command of project management methodologies (PMI, PRINCE2, Agile).
14. Experience in public tendering and ICT contract processes.
15. Understanding of IT governance frameworks (, ITIL).
16. Solid grasp of financial principles related to CAPEX/OPEX and business case development.
17. High proficiency in MS Office tools (Excel, PowerPoint, MS Project, Word).
18. Broad understanding of airport operations and cross‑departmental processes (a strong advantage).

19. Ability to lead multidisciplinary teams without hierarchical authority.
20. Skilled in situational leadership, negotiation, conflict resolution, and consensus building.
21. Strong analytical capability to interpret complex financial, technical, and organizational information.
22. Comfortable delivering under pressure and managing shifting priorities.
23. Ability to maintain a helicopter view while translating strategy into actionable steps.
Communication & Stakeholder Management
24. Strong interpersonal skills, diplomacy, and presentation capability.
25. Ability to influence senior management, external partners, and cross‑functional teams.
26. Experience presenting to executive committees or steering committees.
Qualifications
27. Master’s degree required.
28. 10–12 years of Experience, including at least 5 years in ICT project/program management.
29. Proven Experience managing large-scale, complex environments.
30. Languages: Fluent in Dutch and/or French + advanced English.
31. Certifications (preferred): PMP, PRINCE2, ITIL.
